Job Title: PROCUREMENT MANAGER Report: CEO Coverage: Singapore Key Interfaces: Project Teams, Engineering Department, Finance Team, Suppliers, and External Subcontractors JOB DESCRIPTION & KEY RESPONSIBILITIES 1) Procurement SOP Setup & System Optimization: Develop and establish detailed procurement SOPs from scratch. Map workflows for requisitions, vendor onboarding, and PO approvals. Integrate SOPs with Synergix ERP to ensure clean audit trails. 2) Operational Procurement & Sourcing Execution: Execute end-to-end procurement for construction, data centre and semiconductor M&E projects. Source and secure busducts, switchgear, cabling, structural and relevant metals. Review purchase requisitions against technical specs to find cost-competitive alternatives. 3) Vendor Coordination & Subcontractor Administration: Serve as the main contact for local and international suppliers. Negotiate pricing, payment terms, service agreements, and credit terms. Monitor vendor delivery timelines to prevent site construction delays. 4) Material Costing Support & Tracking: Monitor material expenditures against the Execution Budget (EB). Track market price trends for raw metals and electrical components. Align purchase records with corporate cash flow and trade financing timelines. 5) Logistics Coordination & Site Compliance: Coordinate shipments, freight, and delivery schedules with site supervisors. Ensure engineering components comply with Singapore regulations and relevant frameworks. 6) ERP System Management & Reporting: Generate Purchase Orders (POs) and maintain material tracking logs daily. Maintain accurate inventory, vendor, and transactional data in Synergix ERP. Compile monthly cost-savings and budget variance reports for senior management. 7) Corporate Vehicle & Fleet Procurement: Manage procurement, leasing, and sourcing of company commercial vehicles. Negotiate contracts with auto dealers, workshops, and leasing vendors. Oversee insurance renewals, trade-ins, and fleet maintenance costs. 8) Ad-Hoc Assignments: Support urgent ad-hoc procurement projects directed by the CEO. Assist internal teams with administrative or logistics overflow during peak cycles. CRITERIONS & COMPETENCIES Education: Diploma or Bachelor’s degree in Supply Chain Management, Procurement, Engineering, Business Administration, or a related discipline. Industry Experience: Minimum of 5 years of hands-on purchasing or procurement experience, ideally within the M&E engineering, construction, data centre, or semiconductor facility sectors. System & SOP Knowledge: Direct experience or high proficiency with the Synergix ERP system is strongly preferred. Proven ability or structural understanding of how to write and execute procurement SOPs is highly valued. Vehicle Procurement Exposure: Prior experience handling corporate vehicle leasing, commercial fleet procurement, or workshop vendor management is a distinct advantage. Technical Knowledge: Basic to intermediate understanding of construction materials, electrical infrastructure equipment, and local delivery coordination. Soft Skills: Effective commercial negotiation skills, clear communication, and a strong ability to build rapport with contractors and vendor representatives. Attributes: Organised, highly detail-oriented, adaptable to shifting ad-hoc task priorities, and capable of managing multiple project timelines independently.
