About the Role An established construction company is seeking an experienced QS Manager (Civil) to lead the commercial and quantity surveying functions for large-scale civil and infrastructure projects. The successful candidate will oversee project cost control, contract administration, claims management, subcontract administration, commercial reporting, and lead a team of Quantity Surveyors to ensure projects are delivered profitably and in accordance with contractual requirements. Key Responsibilities: Lead and manage the QuantitySurveying team across multiple civil construction projects. Take ownership ofpost-contract commercial management including budgeting, forecasting, costreporting and cash flow monitoring. Monitor project costs,committed costs, cost-to-complete, commercial risks and recommend correctiveactions. Drive value engineering andcost optimisation initiatives without compromising quality, safety or projectschedule. Administer main contractsincluding variation orders (VO), claims, extensions of time, contractualcorrespondence and final accounts. Review and negotiatesubcontract agreements, quotations and tender comparisons prior to award. Evaluate, certify andprocess subcontractor monthly progress claims and final accounts. Coordinate with ProjectManagers, Engineers, Procurement and Finance teams to resolve commercial andcontractual matters. Maintain accurate commercial documentation and ensure compliance with company procedures. Prepare monthly commercial reports and present project performance to senior management. Develop commercial strategies to maximize project profitability and minimize contractual risks. Mentor and develop Quantity Surveyors while driving continuous process improvements. Job Requirement: Bachelor's Degree or Diplomain Quantity Surveying, Civil Engineering, Construction Management orequivalent. Minimum 10 years of relevantQuantity Surveying experience in civil or infrastructure construction. Proven experience managingprojects from pre-contract through post-contract and final account stages. Strong knowledge of costplanning, budgeting, forecasting, procurement, tendering, contractadministration, claims and variation management. Experience administeringsubcontractor and supplier contracts. Familiarity with standardforms of construction contracts. Strong leadership experiencemanaging QS teams. Excellent negotiation,analytical and commercial problem-solving skills. Proficient in Microsoft Office, particularly Excel Excellent communication and stakeholder management skills. Preferred Experience Civil Infra, Airport, MRT,LTA, Reclamation or major Infrastructure projects. Experience working for main contractors. Knowledge of commercial risk management and dispute avoidance.
