Role Overview The Head of Construction will lead the company’s construction and project delivery function across Southeast Asia, withend-to-end accountability for taking utility-scale renewable energy projects from financial close / Notice to Proceed through construction, commissioning, energisation, and handover to operations. The role owns delivery of the construction portfolio on time, on budget, and to the required quality, safety, and environmental standards, managing EPC contractors, Owner’s Engineers, and balance-of-plant packages across multiple concurrent projects and jurisdictions. This position requires an execution-oriented delivery leader with a strong track record of building utility-scale renewable assets, deep EPC and construction contract management expertise, and hands-on experience delivering projects across Southeast Asian markets. Key Responsibilities • Construction Strategy & Delivery ○ Define and implement the company’s construction execution strategy, delivery model, standards, and governance across the platform. ○ Own delivery of the construction portfolio from financial close / Noticeto Proceed through to commercial operation date (COD), ensuring schedule, cost,and quality targets are met. ○ Lead construction planning, scheduling, budgeting, and cost control, and integrate construction inputs into project economics, investment cases, and financing plans. ○ Drive projects through internal stage-gate, approval, and handover processes. • EPC & Contractor Management ○ Shape EPC and balance-of-plant procurement strategy and lead tendering, evaluation, and contract negotiation alongside commercial, technical, and legal teams. ○ Manage EPC contractors, Owner’s Engineers, and key suppliers, driving performance against schedule, cost, quality, and HSE KPIs. ○ Oversee contract administration, variations, claims, and dispute avoidance to protect the platform’s commercial and contractual position. ○ Establish and enforce robust interface management between contractors, packages, and the grid operator / utility. • Project Controls & Risk Management ○ Establish and operate project controls covering schedule, cost, risk, and change management across all live projects. ○ Monitor site progress, resolve execution issues, and escalate risks with clear, timely reporting to management, shareholders, and lenders. ○ Identify and mitigate construction risks across ground conditions, logistics, supply chain, weather, and contractor performance. • Quality, Commissioning & Handover ○ Oversee quality assurance and quality control throughout construction to meet technical specifications and lender requirements. ○ Direct testing, commissioning, energisation, and grid connection activities in coordination with the technical team and utilities. ○ Ensure structured, well-documented handover of completed assets to theoperations and asset management function. • Health, Safety, Environment & Sustainability ○ Champion a zero-harm HSE culture across all construction sites, contractors, and subcontractors. ○ Ensure compliance with local regulations, lender and IFC / international standards, and Actis’ sustainability and ESG requirements throughout construction. ○ Oversee environmental and social management during construction, including community and land-related interfaces at site level. • Stakeholder & Cross-Functional Management ○ Partner closely with development, technical, investment, finance, and legal teams, and provide construction input into technical due diligence for new investments and acquisitions. ○ Manage relationships with lenders’ technical advisers, government authorities, utilities, landowners, and local communities. ○ Support negotiations with contractors, suppliers, and counterparties on construction-related terms. • Team Leadership ○ Build, lead, and develop a high-performing regional construction andproject delivery team across multiple markets. ○ Foster a collaborative, entrepreneurial, and execution-oriented culture aligned with the company’s long-term growth ambitions. ○ Mentor and develop construction and project management talent to strengthen internal capability and leadership depth across the platform.
