Job Description Serve as the primary liaison between the shore office and the Masters of assigned vessels, providing timely operational support and guidance. Provide navigational, marine operational, and technical assistance to onboard personnel to ensure safe and efficient vessel operations. Plan and conduct scheduled Navigation, Mooring, Cargo, Bunker, and internal audits to verify compliance with company policies, industry standards, and regulatory requirements. Perform vessel inspections, including at least one sailing or port visit per assigned vessel, and prepare detailed inspection reports with recommendations. Monitor vessel performance to ensure operational efficiency, safety, and compliance with charterers' expectations. Support the recruitment and selection of Masters, deck officers, and deck ratings for assigned vessels. Evaluate and monitor the performance of Masters and deck officers, providing guidance to maintain high operational and safety standards. Coordinate and manage Oil Major vetting preparations and ensure vessels consistently meet inspection requirements. Assist with vessel newbuilding projects, deliveries, takeovers, and sale or disposal activities whenever required. Maintain up-to-date knowledge of applicable international maritime regulations, statutory requirements, industry codes, and best practices relevant to deck operations. Develop, implement, and monitor Planned Maintenance System (PMS) programs for the deck department. Prepare and manage deck department budgets, monitor expenditure, oversee procurement activities, and implement effective cost control measures. Promote a strong safety culture while supporting the health, welfare, and professional development of onboard personnel. Perform additional duties and projects assigned by Management as required. Requirements Possess a valid Certificate of Competency (Master Unlimited) with Dangerous Cargo Endorsement (Oil & Chemical). Minimum of 2 years' sailing experience as a Master on tanker vessels, with relevant shore-based marine operations experience preferred. Sound knowledge of tanker operations, navigation, marine safety management systems, and applicable maritime regulations. Strong communication and interpersonal skills with good command of spoken and written English. Willing and able to travel overseas to conduct vessel visits, inspections, sailing assignments, and other operational duties as required. Singapore Citizens and Permanent Residents are preferred.
