What the Role Is Part Time Fire Safety Manager Prepare Essential Civil Defence Data Ensure that the fire safety measures and fires safety practices of the property comply with the regulations made under The Fire Safety Act and are of the standard specified by the Commissioner Ensure at all times that fire safety requirements contained in the Fire Emergency Plan are complied with; Supervise the maintenance of all fire safety works in the premises; Acknowledge all hot works carried out in the premises and advise of any additional precautionary measures, if any. Ensure at all times that the occupant load of any part of any building does not exceed the capacity prescribed under the Fire Code; Conduct checks within the premises and remove or cause to remove any fire hazard that is found in the property; Ensure that all occupants are familiar with the means of escape located within the premises; Prepare fire safety guidebooks for the occupants of the premises; Oversee the maintenance of the fire safety systems in the premises; Maintain proper records for fire protective equipment e.g. fire extinguishers; Prepare a fire safety guide for the property, e.g. Checklist for Fire Protective Equipment & No Smoking rules; Test the fire safety systems to ensure that they are in good operation condition; Educate CERT Representative/ The Employer’s Representative) and Occupants in establishing a fire safety environment by organizing fire safety activities e.g. Fire Safety Campaign, Fire Safety Competition, Training Courses, contests and other activities which will develop and maintain the interest of the Occupants within the premises in establishing a fire safe environment; Carry out such other duties as the Commissioner may require; Implement fire prevention measures to promote fire safety awareness to CERT Representative/ The Employer’s Representative and Occupants; To train the CERT Representative/ The Employer’s Representative and Occupants in basic fire fighting and rescue, first aid and evacuation in the event of fire; Co-ordinate and supervise the occupants within the premises in fire fighting and in evacuation in the event of fire or other emergencies; Conduct fire drills, table-top exercise (TTE) and to evaluate the evacuation procedures; To perform routine check of the Fire Command Centre (FCC) operation; Supervise the operation of the FCC in the event of fire or other emergencies; Set up a fire safety committee made up of suitable staff from CERT Representative/ The Employer’s Representative and Occupants and attend monthly meeting; Put up reports CERT Representative/ The Employer’s Representative on the fire safety of the premises; Prepare monthly report to CERT Representative/ The Employer’s Representative in order to update status on fire safety; Check and update the Building Information including but not limited to Premises Emergency Data, ERP, CERT team members, Annual Fire Safety Report, etc in SCDF E-FSM portal timely Submit Annual Fire Safety Report to FSB/SCDF as required by the Fire Safety Act; Be familiar with the various procedures of application, submission processes and enforcement matters; Liaise and co-ordinate with SCDF on all matters relating to fire safety and its requirements; Prepare and schedule the Annual Fire Evacuation Drill; Conduct at least two Fire Evacuation Drills, two TTE and two fire drills at the property within12 months period and to evaluate together with the Fire Safety Committee, the effectiveness of such exercises and drills, Arson Prevention Plan and the Fire Emergency Plan for the property; Prepare and implement the Arson Prevention Plan (APP) and Fire Emergency Plan; Notify the SCDF/Commissioner immediately of any occurrence of fire incidents in the property; 24 hours standby telephone call service Respond time for incoming calls for emergency calls is within 30 minutes from first call received; Respond time for site attendance shall be 2 hours; Attend to Pre-fire Certificate Testing to be conducted with relevant contractors for Fire Protection System, Generator Set Maintenance, LEW & etc for Annual Fire Certificate Renewal; Attend to all Annual Fire Certificate Renewal matter and oversee all testing and carry out all activities as required by SCDF for Annual Fire Certificate Renewal; Attend to system shutdown for FSB inspection.
