Senior Manager/Senior Specialist, Tech Competency and Course Management, HR

The candidate will be responsible for the planning, curriculum design, development, implementation, and oversight of business and technical competency training programmes within HTX, as part of the Tech Competency and Course Management (TCCM) team within the Human Resource Division. They will develop case studies and integrate systems engineering and project management practices into the training. Strong project management experience is essential for maintaining curriculum relevance and presenting lessons learned effectively. The candidate will also support the implementation of the Competency Management System (CMS), track technical competency data, and create data visualizations for decision-making and take on the role of system administrator for CMS. Additionally, they will manage administrative tasks for Expert Panel sessions and respond to technical competency application queries. i) Course Development and Management • Design and implement comprehensive business and technical training programmes aligned with the HTX technical competency framework. This includes conducting thorough training needs analysis to identify skill gaps, developing curriculum that addresses these gaps, and clearly defining learning outcomes. Additionally, propose effective training pedagogies and delivery modalities (e.g., blended learning, e-learning, instructor-led), and design robust assessment strategies to evaluate participant progress and the effectiveness of the training program. • Responsible for the planning, implementation, management, tracking and evaluation of all activities in accordance with the programme goals and objectives • Provide overarching perspective during lessons to help participants learn the right lessons. • Responsible for the effective delivery of courses to achieve the highest possible standards to achieve the highest possible standards of excellence in all its activities. • Develop eLearning modules for selective topics within milestone training programs to create capacity for introducing new and emerging topics ii) Technical Competency • Actively contribute to the successful implementation of the Competency Management System (CMS), overseeing the end-to-end process for submitting, tracking, and analyzing data related to technical competency applications, ensuring seamless integration, operational efficiency, and data-driven decision-making. • System administrator for CMS • Proficiency in utilizing data visualization tools to create dynamic dashboards and analyze technical competency data, enabling actionable insights and informed decision-making • Proactively contribute to the coordination and management of administrative tasks to ensure the seamless organization and execution of Expert Panel sessions • Address applicants’ queries related to technical competency application • Project management experience in acquisition management and/or operations and support (O&S) work. • Experience in curriculum programme management • Experience in training design and development • Experience in adult learning pedagogies, design of course assessment, classroom facilitation • Familiar with the Home Team Capability Development framework or equivalent is preferred. • Experience in using data visualisation tools is preferred All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
