Job Summary We are seeking a proactive Safety Officer / WSH Officer to support the Rolling Stock Testing & Commissioning (T&C) program for the JRL MRT project. The role ensures all depot and dynamic test activities are carried out safely and in full compliance with LTA WSHE requirements and MOM WSH regulations. Responsibilities Implement and enforce safety standards for rolling stock T&C, depot, and interface works to ensure compliance with regulatory requirements Conduct daily site inspections, safety briefings, and audits at test and depot areas to identify and mitigate hazards Review and monitor Risk Assessments (RA), Method Statements (RAMS), and Permit-to-Work (PTW) systems to maintain safe work practices Support safety planning for train movements, live power testing, and dynamic trials to minimize operational risks Lead or assist in incident and near-miss investigations, ensuring timely resolution and corrective actions Coordinate with LTA, main contractors, and subcontractors to maintain WSHE compliance at train depot and port sites Represent the company as a safety liaison with subcontractors and clients to facilitate clear communication and compliance Apply knowledge of lifting activities and port requirements to support the train delivery program safely Prepare monthly WSHE reports, safety statistics, and participate in safety coordination meetings to track safety performance Manage safety document submissions to LTA, including SHEMS, Monthly Reports, Weekly Reports, Manhour Reports, Planned General Inspections, and Train Delivery Activities Manage tight submission schedules effectively to meet project deadlines Required competencies and certifications Registered WSH Officer (WSHO) with MOM Singapore (mandatory) Preferred competencies and qualifications Diploma or Degree in Engineering, Safety, or related discipline Minimum 3 years’ experience in railway, depot, or testing & commissioning environment Familiarity with LTA WSHE requirements and rail safety rules including train movement, 750VDC systems, and confined space operations Strong communication skills to effectively coordinate safety activities and stakeholder engagement Ability to work in depot and mainline environments under pressure and fast-paced conditions Proven capability to manage multiple tasks and priorities while meeting project schedules Experience managing high-pressure environments with strict LTA submission deadlines and regulatory requirements Ability to maintain compliance with LTA standards while delivering work within project timelines
