Jalan Besar Town Council manages and maintains the common property of public residential and commercial estates in our town. We are seeking a meticulous and adaptable HR Admin / Executive to join our growing team. You will play a hands-on role in establishing and executing our day-to-day HR operations. Role Overview Reporting directly to the HR Manager, the HR Executive will handle the operational spectrum of generalist HR functions. You will work closely with the HR Manager to execute daily HR administration, recruitment, foreign work pass management, employee engagement, and MOM statutory compliance. This role is ideal for an operational generalist who thrives on managing execution and keeping systems running smoothly. Key Responsibilities 1. Recruitment & Onboarding Coordinate talent acquisition for executive, administrative, and ground operations positions. Manage job postings on local portals, resume screening, interview scheduling, and background checks. Draft employment offer letters, prepare contracts, and execute smooth onboarding and offboarding workflows. 2. Work Pass & MOM Compliance Execute end-to-end applications, renewals, and cancellations for Work Permits, S Passes, and Employment Passes via. Track and maintain foreign worker quotas, man-year entitlements (MYE), medical insurance coverage, and security bonds. Ensure all HR practices strictly adhere to the Singapore Employment Act, Employment of Foreign Manpower Act (EFMA), and Fair Consideration Framework (FCF). 3. HR Operations & Administrative Support Maintain accurate employee records, P-files, and leave records in the HR Management System (HRMS). Consolidate monthly payroll inputs, OT claims, variable allowances, and statutory deductions for processing. 4. Employee Relations & Engagement Serve as a first point of contact for staff inquiries regarding HR policies, leave, and benefits. Support the HR Manager in implementing performance appraisal cycles, managing grievances, and organizing staff welfare initiatives. 5. Learning & Development (L&D) Source, schedule, and coordinate internal and external training programs for administrative, technical, and operational staff. Administer training requests, track course completions, and maintain accurate training records and bonding documentation. Submit and process training grant applications and subsidies (e.g., SkillsFuture Singapore / SSG funding, Absentee Payroll). Collate post-training feedback to evaluate training effectiveness and assist in identifying skills gaps across teams. 6. Policy Implementation & Audit Preparedness Assist the HR Manager in documenting and updating Standard Operating Procedures (SOPs). Prepare audit trails and maintain proper documentation for internal and statutory audits. Requirements Education: Degree in Human Resource Management, Business Administration, or a related field. Experience: Minimum 2 years of hands-on HR generalist experience in Singapore. Legal Knowledge: Sound working knowledge of the Singapore Employment Act, EFMA, and MOM regulatory standards. Work Pass Expertise: Practical experience managing Work Permits, S Passes, and Employment Passes. Technical Proficiency: Familiar with local HRMS platforms and Microsoft Office applications.
