The Technical Manager cum Senior Fire Safety Manager (SFSM) is responsible for the overall leadership of facilities management operations and fire safety management for the assigned site(s). The role oversees technical operations, asset reliability, statutory compliance, contract performance, client satisfaction and business continuity, while serving as the appointed SFSM to ensure full compliance with fire safety legislation and emergency preparedness requirements. Key Responsibilities Lead and manage the overall facilities management operations, ensuring safe, efficient and reliable building performance. Serve as the appointed Senior Fire Safety Manager (SFSM) and ensure full compliance with the Fire Safety Act, Fire Code, SCDF requirements and other statutory regulations. Drive operational excellence by overseeing maintenance strategies, asset lifecycle management and continuous improvement initiatives. Manage the operation and maintenance of all critical M&E, fire protection and building systems to maximise reliability and minimise downtime. Develop, implement and review the Fire Emergency Plan (FEP), Emergency Response Plan (ERP), fire drills and emergency preparedness programmes. Lead multidisciplinary technical teams, contractors and service providers to achieve operational, safety and contractual KPIs. Build and maintain strong client relationships, ensuring service excellence and timely resolution of operational issues. Oversee operational budgets, maintenance planning, procurement and cost optimisation initiatives. Conduct technical and fire safety audits, risk assessments and incident investigations, implementing corrective and preventive actions. Liaise with clients, consultants, SCDF, BCA and relevant authorities on all operational and fire safety matters. Ensure full compliance with Workplace Safety & Health (WSH), quality management systems and company policies. Provide leadership during emergencies, business continuity events and crisis situations. Requirements Degree or Diploma in Engineering, Facilities Management, Building Services or a related discipline. Registered Senior Fire Safety Manager (SFSM) recognised by SCDF. At least 5 years of experience in facilities management, technical operations and fire safety management, including experience leading site operations. Strong knowledge of building M&E systems, fire protection systems, statutory compliance and facilities management best practices. Proven experience managing commercial, healthcare, industrial or mixed-use developments. Strong leadership, client management, stakeholder engagement and contract management skills. Excellent problem-solving, communication and decision-making abilities. Able to respond to operational and fire safety emergencies outside normal working hours when required.
