About this role
Our client is seeking an experienced HR Manager to lead and manage the full spectrum of Human Resources functions for its Singapore headquarters while supporting HR operations for the Malaysia office. This role requires a proactive, hands-on HR professional who is able to balance strategic HR initiatives with day-to-day operational excellence in a fast-paced engineering environment. Responsibilities: Oversee the full spectrum of HR functions, including recruitment, onboarding, performance management, employee relations, compensation & benefits, training, succession planning, and offboarding. Partner with management to develop HR strategies that support business growth and workforce planning. Ensure compliance with Singapore and Malaysia employment laws, statutory regulations, and HR best practices. Review, implement, and continuously improve HR policies, SOPs, and processes to enhance operational efficiency. Advise managers on employee relations, disciplinary matters, performance issues, and employment legislation. Manage payroll coordination, employee benefits, leave administration, and HR reporting. Lead talent acquisition activities, including workforce planning and employer branding initiatives. Drive employee engagement, learning & development, and performance management programmes. Liaise with government agencies (e.g. MOM) and ensure timely submission of statutory requirements where applicable. Support regional HR matters for the Malaysia office and collaborate with business leaders across both locations. Prepare HR metrics, reports, and manpower analysis to support management decision-making. Participate in HR projects and continuous improvement initiatives as assigned. Requirements: Degree in Human Resources, Business Administration, or a related discipline. Minimum 8–10 years of progressive HR experience, with at least 3 years in a managerial capacity. Strong experience managing the full spectrum of HR functions. Familiar with Singapore Employment Act, MOM regulations, and general Malaysia employment practices. Experience supporting multiple entities or regional offices will be an advantage. Strong problem-solving, planning, and organisational skills with the ability to anticipate issues and implement practical solutions. Able to work independently while effectively partnering with stakeholders across different departments. Excellent communication and interpersonal skills. Experience in the engineering, oil & gas, manufacturing, construction, or industrial sector is preferred.
