We have a vacancy for Senior Executive /Assistant Manager, Property & Facility Management We are looking for a committed and proactive property professional to join our Property Administration team. This role offers the opportunity to manage a diverse portfolio of office, commercial, residential and ministry properties, while leading maintenance, improvement projects and vendor management to ensure safe, efficient and sustainable facilities. Key Responsibilities 1. Property & Facilities Operations Oversee the day-to-day facilities management and maintenance of properties under the Church's portfolio. Ensure all buildings, facilities and M&E systems are well maintained, safe and compliant with statutory requirements. Attend to maintenance issues, occupants' feedback and emergency situations promptly. Conduct regular inspections to ensure optimal building conditions and service standards. 2. Budget & Financial Management Prepare and monitor annual operating, maintenance and sinking fund budgets for assigned properties. Track expenditure against approved budgets and prepare variance reports. Support long-term maintenance planning and capital expenditure budgeting. Monitor project costs to ensure works are completed within approved budgets. 3. Procurement & Contract Management Manage the end-to-end procurement process for maintenance services, repairs, upgrading works and consultancy services. Prepare procurement papers and supporting documents for management and committee approvals. Administer service contracts, monitor contract performance and ensure timely renewals. Review contractors' work performance to ensure compliance with contractual requirements, quality standards and project timelines. Verify contractors' invoices and supporting documents before payment processing. 4. Project Management Plan, coordinate and oversee maintenance, renovation, addition & alteration (A&A), repair and replacement (R&R), upgrading and asset enhancement projects. Coordinate with consultants, contractors and stakeholders to ensure projects are delivered on time, within budget and according to specifications. Conduct site inspections and monitor project progress throughout the project lifecycle. Manage defect rectification and project close-out activities. 5. Compliance & Governance Ensure compliance with organisational policies, procurement procedures and relevant statutory regulations. Coordinate submissions and approvals required by regulatory authorities. Maintain accurate records of contracts, maintenance schedules, inspections and project documentation. Review and enhance facilities management policies, procedures and operational processes to improve efficiency and governance. 6. Team Leadership & Stakeholder Management Supervise and guide the Facility Management Officer in daily operations. Provide administrative guidance to the IT Administrator/Coordinator on facilities-related operational matters. Work closely with internal departments, committees, consultants, contractors and service providers to ensure effective service delivery. Prepare reports, management papers and presentations for management and committee meetings. Requirements Diploma or Degree in Facilities Management, Building, Property Management, Mechanical & Electrical Engineering or a related discipline. Minimum 5 years of relevant experience in facilities or property management. Experience managing commercial, institutional, educational, healthcare or mixed-use properties will be an advantage. Experience in procurement, tender management and contract administration. Experience managing maintenance, renovation, A&A, defect inspection/rectification works and upgrading projects. Good knowledge of building maintenance practices and relevant statutory requirements. Strong project management, planning and organisational skills. Excellent interpersonal and communication skills with the ability to engage stakeholders across different levels of the organisation.
