Key Responsibilities Strategic Planning & Execution - Develop and implement comprehensive project delivery plans for electrical and I&C scopes, aligned with overall construction strategy and business objectives. - Define execution methodologies, manage resources, and sequence parallel work streams. - Ensure alignment of electrical and I&C activities with master schedules, milestones, and budget targets. Project Execution - Oversee day-to-day execution of electrical and I&C scopes for greenfield FAB projects. - Coordinate contractors, consultants, and internal teams to ensure timely delivery. - Drive constructability reviews and resolve technical issues promptly to avoid delays. Interface & Stakeholder Coordination - Act as the primary interface for electrical and I&C execution, ensuring smooth coordination between multiple disciplines. - Integrate inputs from discipline managers (Mechanical, Electrical, Controls, Chemical, Gas, UPW) into consolidated execution plans. - Facilitate regular progress meetings and provide transparent reporting to senior leadership. Quality Assurance & Compliance - Ensure all installations comply with IFC drawings, specifications, and QA/QC standards. - Participate in inspections, punch list management, and system handover processes. - Maintain documentation for audits and regulatory compliance. Safety & Risk Management - Maintain and update project risk registers; implement mitigation measures proactively. - Collaborate with EHS teams to enforce safety protocols and participate in EHS workshops. - Promote a culture of safety and continuous improvement across all electrical and I&C activities. Future Expansion & Upgrades - Plan and manage future expansion projects and facility upgrades to support capacity growth. - Develop phased execution strategies for integration with operational facilities. - Ensure compliance with regulatory requirements and internal standards during expansion works. Leadership & Team Development - Provide guidance and mentorship to direct reports (Electrical Engineers and I&C Engineers). - Foster collaboration with discipline managers and cross-functional teams. - Support talent development and succession planning within the project delivery organization. Qualifications Basic - Bachelor’s degree in electrical engineering, Control Systems Engineering, or related field. - Minimum 10 years of experience in electrical and I&C project delivery, preferably in semiconductor or high-tech industrial projects. - Strong leadership and coordination skills. - Proficiency in scheduling tools (Primavera, MS Project) and BIM platforms (Navisworks, BIM 360, ACC). - Excellent communication, negotiation, and problem-solving abilities. - Ability to manage multiple priorities under tight deadlines. Technical Expertise - Strong knowledge of control system architecture and integration, including BMS, EPMS, FMCS, PLCs, and high-level controls. - Expertise in hardwired control systems, including control panels, valves, actuators, and associated instrumentation for process automation and facility systems. - Skilled in PLC programming, troubleshooting, and integration with BMS, EPMS, and FMCS platforms. - Control Communication Protocols: - Proficient in Modbus, Profibus, OPC, and IEC 61850 for PLC–SCADA integration. - Experienced in designing and validating PLC network architectures (SCADA, PLC-to-PLC, PLC-to-RIO). - Ensure reliable, high-speed data exchange with scalability and redundancy for critical systems. - Coordinate LV, MV, and HV distribution systems in compliance with Singapore standards and Micron global standards, while considering applicable international standards where required. - Familiarity with Singapore electrical compliance, EHS protocols, and regulatory approvals (BCA, Fire Safety Certificate, TOP). Preferred - Strong experience in I&C project deployment for major projects, working closely with global facilities teams. - Proven ability to lead a team of engineers and provide clear updates to management. - Regional project experience. - Experience in managing greenfield projects and expansion works in operational environments. - Familiarity with phased execution strategies and advanced risk management practices. - Experience in commissioning and integrated system testing, with a track record of successful delivery.
