About this role

You will be part of the Policy and Plans Division in the Crisis Strategy and Operations Group, working with MOH divisions and relevant stakeholders to strengthen Singapore’s health-sector readiness for nuclear and radiological emergencies. This is a planning role that involves upstream policy and strategic planning, as well as support for downstream response planning where required. You will be supporting the development of health-sector emergency preparedness and response plans for nuclear and radiological emergencies, as well as contributing to other strategic planning work as required. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time. What will you be working on? (1) Health-sector planning for nuclear and radiological emergencies • Support the development of MOH’s health-sector emergency preparedness and response plans, including planning inputs across key response areas such as medical triage, pre-hospital response, in-hospital management, contamination control, medical counter-measures, psychosocial support and longer-term health monitoring. • Translate Whole-of-Government planning parameters and technical risk assessments into health-sector planning assumptions, response requirements and operational considerations. • Identify capability gaps and support efforts to strengthen health-sector readiness over time. (2) Other strategic planning work • Support other strategic planning workstreams as required, including reviewing existing plans, developing planning approaches and plans, and providing inputs to related workstreams across disease outbreaks, civil emergencies and national emergencies. (3) Coordination with Whole-of-Government, healthcare and operational stakeholders • Work with Whole-of-Government partners to understand national planning parameters, response assumptions and inter-agency dependencies. • Work with relevant MOH divisions, healthcare clusters, hospitals and other relevant partners on downstream response planning, where alignment is required. • Coordinate inputs across policy, clinical, operational, logistics and inter-agency stakeholders to support integrated health-sector planning. • Support exercises, tabletop discussions and reviews to test and refine response plans. (4) Secretariat and coordination support • Prepare meeting materials, briefs, updates and records of discussion for relevant platforms. • Track key inter-ministerial workstreams, milestones, action items and follow-ups across stakeholders. • Support coordination of MOH’s health-sector inputs into relevant Whole-of-Government workgroups and planning platforms. • Synthesise complex technical and operational information into clear planning notes and updates. The applicant should be comfortable working in a technical domain and translating concepts such as radiation exposure, contamination, dose, health impact, protective actions and medical countermeasures into clear planning and operational considerations. Applicant should meet the following requirements: • Tertiary qualifications, preferably in nuclear science, physics, applied sciences, public health policy, public policy, or a related field. • At least 2 years of relevant experience in emergency preparedness, policy/strategic planning, operational implementation or related areas. • Background or interest in technical domains related to nuclear and radiological emergency preparedness would be an advantage. • Able to translate technical information into clear planning assumptions, operational requirements and recommendations. • Able to work across Whole-of-Government, policy and operational stakeholders. • Strong analytical, writing, communication and presentation skills. • Organised, adaptable and comfortable working in an evolving technical domain.
