About this role
This role oversees the Ministry’s workplace management including building facilities management, relocations and retrofitting projects, to ensure the workplaces are conducive for our officers, development projects are administered and executed to the satisfaction of stakeholders and project deliverables are achieved within stipulated desired outcomes such as completed within stipulated timelines, budgets and in compliance to the relevant statutory requirement and governance, etc. • Direct, plan, innovate and co-create with various stakeholders to establish the workflow and users’ requirements. • Foster an environment of collaboration and teamwork and build consensus with the project team. • Lead the procurement of professional services such as consultants, contractors, etc in accordance to stipulated guidelines and SOP. • Setup systems and controls for managing variation orders, seeking approval, budget utilisation and progress updates. • Prepare project brief and to determine and manage functional requirements, project scope, time, costs and quality targets such as workplace safety. • Re-imagine and co-create space planning and workspace norms for existing and new office space • Ensure cost of the project is within predetermined limits and continuously seek value-for-money opportunities while maintaining and improving project outcomes. • Establish the necessary linkages and workflow and lead the handover of completed site to MOM’s core teams for proper management of assets/inventories, facilities, and records management. • Lead a team of Project Management and Facilities Management professionals • Work with appointed facilities management vendor to ensure all the building facilities are kept in tip-top condition • Knowledge in Architecture, Engineering, Quantity Surveying and Building related field • Have experience in calling and managing an Integrated Facilities Management contract • Project management experience of at least 8 years in a middle management capacity for large scale/ complex public sector projects. • Self-motivated and able to work independently and efficiently with multiple stakeholders. • A team player with excellent interpersonal, written and verbal communication skills. • Strong analytical skills and attentive to details. • Able to see the big picture, connect patterns, multi-task and work under pressure to meet tight timelines. • Versatile and adaptable in a complex operational environment. • Have led teams for facilities management, building and construction projects
