About this role
The Statutory and Endowment Fund Administrator is responsible for the administration, compliance, and operational management of statutory and endowment funds. The role will be part of the team involved in developing sustainable funding frameworks and budgetary policies for publicly-funded Institutions of Higher Learning (IHLs) in support of the development of a high quality post-secondary education sector for Singapore and requires a meticulous individual who can manage fund-related processes efficiently while ensuring accuracy, adherence to statutory obligations, and alignment with the terms and conditions governing each fund. • Oversee the day-to-day administration of statutory and endowment funds, ensuring all transactions, disbursements, receipts, and investment returns are accurately recorded and processed in a timely manner. • Monitor fund balances, track the utilisation of endowment returns, and prepare regular financial reports for management, donors, and regulatory bodies. • Evaluate the IHLs’ funding proposals for new programmes and capacity building • Review the annual and revised budget estimates submitted by IHLs • Administer budget and grant disbursements to the IHLs • Review the funding frameworks and polices for the IHLs • Provide advice and support to IHLs on budgetary and financial matters • Ensure compliance with all applicable legislation, policies, and donor-stipulated guidelines governing each fund. • Liaise with internal stakeholders, external agencies, and donors to resolve queries and discrepancies. • Support internal and external audits, including audits by the Auditor-General's Office where applicable, by preparing documentation and responding to audit queries. • Maintain accurate and up-to-date records of fund transactions, beneficiary information, and donor records. • Identify opportunities and implement improvements to administrative processes and controls. • Prepare briefing papers, reports, and correspondence related to fund matters • Knowledge in Accounting or Business Administration with at least three years of relevant experience in fund administration is preferred • Experience in Government agencies/public organisations, with knowledge in public sector financing and governance is preferred • Possess critical thinking, analytical, problem-solving and decision-making skills • Good interpersonal skills and able to engage and communicate with key stakeholders at all levels
