Senior Assistant Director, Finance Division

We are seeking a skilled and motivated individual to join our team as a Finance Business Partner. In this role, you will play a pivotal role in providing advice and support to our customers on budgetary and financial matters to ensure that programmes are managed effectively and financial resources used optimally to achieve the desired outcomes. • Supports NSAS Senior Management as a strategic business partner on key financial matters, including budget availability and utilization and putting in place an effective governance framework with robust internal controls • Puts in place systems and processes to ensure sufficient funding for NSAS in the short to medium term. Consolidates funding requirements from NSAS Divisions, analyzing funding requests and putting them to Senior Management for approval, before submission to MTI-HQ • Reviewing the status of financial incentives awarded to companies and assessing the achievement of incentives conditions with on-site visit and documents review • Ensuring service delivery in accordance with pre-defined service level agreements, from planning, fieldwork and reporting • Identifying gaps, leading and shaping policy framework from issues identified • Promoting organizational awareness on incentive governance and risk management • Putting in place a grants management system to allow the NSAS to seamlessly integrate grant award and payment, based on the WOG AGD financial system • Putting in place an accounting system to properly record and account for NSAS’s annual spending based on the WOG financial system, adopting the new Chart of Accounts and financial structure for compliance with Government financial procedures and regulations • Oversee and manage an effective and efficient system for payment processing of invoices to ensure that financial liabilities are settled with accurate payments made accurately and on a timely basis, and in accordance with the Government rules and regulations. • Oversee the staff claim processing and ensure that the valid claims are promptly processed in accordance with the prevailing guidelines and payments are made to officers on timely basis. • Managed outsourced vendors and ensure that feedback on errors and performance issues are addressed promptly. • Process, analyse and prepare financial operations related reports for regular management reporting and annual/ad hoc returns to the central agencies. • Oversee and manage the financial year-end closing process and liaise with AGO and the external/internal auditors with respect to the audit process and queries, if any. You should possess: • Relevant working experience of at least 6 years, in business partnering, finance and/or budgeting; • Prior experience and knowledge on process re-engineering and driving finance transformation would be an advantage; • Ability to work independently and a good team player with excellent interpersonal, communication and stakeholder management, as well as strong analytical skills; • Committed, self-driven and thrive in a fast-paced environment
