You can also connect with us via LinkedIn at https://www.linkedin.com/company/public-service-division |People, Our Pride| Service, Our Pledge | Integrity, Our Core | Excellence, Our Quest| [Specific Job Responsibilities] As part of the Strategic Planning (SP) unit under the Strategic Planning & International Relations (SPR) cluster, you will be part of a dynamic team that supports PSD senior management directly in developing the organisation's: (i) strategic priorities and narratives, (ii) business strategies with relevant stakeholders within PSD and across the whole-of-government, and (iii) culture of performance measurement and risk management. You will support the implementation of PSD's strategic planning cycle, engage stakeholders to understand business needs, and build internal processes to support the implementation of our organisational strategies. SP performs four key roles: • Drive and operationalise PSD’s annual work planning strategy and process to meet PSD Next Bound organisational development and transformation goals – this involves: o Leading engagements with the Directors and workplan representatives of relevant departments to ensure strategic alignment of initiatives with PSD’s organisational strategies and business priorities o Organising and facilitating key platforms such as annual management retreats and annual townhalls to: (i) reflect on performance of organisation in the past year, and (ii) share vision, mission and workplan priorities for the coming year. o Conducting research to identify and analyse: (i) human capital and organisational development issues, trends, challenges, and opportunities across the Public Service (ii) external reports on the performance of governments and public service. • Drive and operationalise the design and performance management and risk management indicators and practices – this involves: o Identifying and rationalising key performance and risk management indicators as well as benchmarks to steer the timely delivery of key milestones and completion of projects. o Developing scorecards and dashboards to drive strategic alignment and monitoring and be involved in cross-cutting workstreams that will mobilise relevant departments to contribute to the effort. • Review and enhance existing programme evaluation framework to evaluate PSD’s strategic programmes and initiatives and ensure prudent use of resources and prioritisation of projects. • Represent PSD to drive and contribute to whole-of-government (WOG) projects, narratives and outcomes in strategic planning and public service delivery (e.g. Singapore Public Sector Outcomes Report, WOG Policy Priorities and Progress Assurance Report, Planning Guidance, Budget Book Report, Ministry Family Digitalisation Plan).
