About this role

Science, Technology, and Engineering (STE) are pivotal in modernising public service delivery, driving innovation, and strengthening Singapore's long-term competitiveness. Developing a strong pipeline of STE leaders is essential to ensure the Public Service has the leadership capabilities needed to navigate emerging technologies, complex policy challenges, and cross-sector transformation. This role is with the People and Capability Development Directorate in the Public Sector Science and Technology Policy and Plans Office (S&TPPO). The team develops and implements HR strategies to strengthen leadership capability and enhance the career value proposition for public service STE professionals. The incumbent plays a strategic role in shaping the leadership ecosystem for the Public Service STE workforce. Reporting to senior leadership, the incumbent develops leadership policies, talent strategies, and capability development initiatives to strengthen the pipeline of current and future STE leaders across the Public Service. Leadership Strategy & Talent Development • Develop and implement leadership development strategies to strengthen the pipeline of STE leaders across the Public Service. • Design and refine leadership frameworks, programmes and interventions that prepare officers for increasingly complex leadership roles. • Drive the development of talent management approaches that identify, develop and accelerate high-potential STE officers. • Shape long-term leadership strategies to ensure sustainable leadership succession across the STE community. • Ensure leadership development initiatives are aligned with evolving national priorities, technological advancements and future workforce needs. Leadership Capability & Programme Development • Lead the design and implementation of leadership development programmes, including milestone development experiences, learning interventions and cross-agency initiatives. • Work with agencies to strengthen leadership capability through structured development pathways, experiential learning and leadership communities. • Drive continuous improvement of leadership programmes through evaluation, stakeholder feedback and evidence-based practices. • Foster stronger collaboration across agencies to build a cohesive leadership ecosystem for the Public Service STE community. Workforce Policy and Strategy Development • Develop and refine strategic HR policies and frameworks to strengthen the STE workforce in the Public Service. • Guide the implementation of workforce strategies and policies across agencies to ensure consistency and alignment with national objectives. • Analyse workforce trends, organisational indicators, and policy impact to support data-driven decision-making. • Lead workforce planning efforts, including identifying and addressing critical workforce risks such as skills gaps and talent pipeline challenges. • Ensure alignment between STE workforce strategies and national initiatives, including broader industry transformation and talent development efforts. Stakeholder Engagement & Collaboration • Partner with HR leaders, senior management and agency leadership to strengthen leadership development and succession planning. • Build partnerships with academia, industry and international organisations to incorporate leading practices into STE leadership development. Governance & Strategic Insights • Develop frameworks and indicators to assess leadership pipeline health, programme effectiveness and organisational capability. • Analyse leadership trends, capability gaps and succession risks to provide strategic recommendations to senior management. • Prepare policy papers, strategic reviews and leadership insights to support Whole-of-Government decision-making. • Proven experience in leadership development, talent management, organisational development or HR strategy, preferably within the public sector or related sectors. • Strong strategic thinking and policy development skills, with the abi…
