Responsibilities: 1. Coordinate fleet navigation safety, establish navigation and ship‑handling procedures, and provide professional guidance for OP Voyage/TC operation scheduling and shore‑based operations. Responsible for marine affairs and pollution prevention management. Guide the Master in implementing the Safety Management System (SMS). Monitor and manage vessel operations, provide effective shore-based support, ensure safe navigation and safe cargo handling, and keep track of the latest requirements and developments from regulations, industry organizations, and Flag State Control (FSC). 2. Review voyage route risk assessments; for special voyages in complex territorial or severe weather factors, issue risk control and operational recommendations to Operations (OP). 3. Standardize ship‑shore communication and instruction transmission processes, supervise the quality of OP coordination, and guide identification of navigation, equipment, and maritime anomalies. 4. Guide OP in reviewing maritime, pilotage, and other safety documents; standardize vessel port entry/exit operations to prevent maritime penalties. 5. Monitor vessel navigation safety in real time, collaborate with OP to handle emergencies such as weather avoidance or equipment failures at sea, and issue response plans. 6. Regularly organize OP training on maritime regulations, port navigation, and emergency response, to standardize dispatch operations. 7. Participate in handling maritime disputes and voyage disagreements, provide professional technical support, and organize post‑voyage safety reviews. 8.Organize and coordinate vessel safety inspections by maritime authorities. Participate in inspections, and provide guidance and shore-based support for the use and maintenance of navigation and communication equipment.Ensure proper operation of marine management system documents. 9. Review various reports and implement vessel-related marine requirements. 10. Manage supply and inspection of marine-related materials. Qualifications: Diploma or above in a relevant maritime academy discipline. At least 2 years’ service as Master on board, holding a valid Master’s certificate. Minimum 3 years’ experience in shore-based marine management, with extensive knowledge of marine operations. Basic knowledge of maritime law and contract law. Proficient in reading and writing emails in English.
