The Clinical Operations Executive plays a key role in supporting the efficient, safe, and patient-centred delivery of services to our patients in St Luke’s Hospital. The incumbent will work closely with our clinical team and administrative teams and external stakeholders to plan, coordinate, and implement healthcare services and strategic initiatives that enhance service delivery and experience. He/she will also provide administrative support for department operations, including work planning, budget administration, performance monitoring and reporting to ensure the smooth and efficient functioning of the department. Responsibilities and Duties : 1. Project Management · Coordinate the implementation of new services, clinical programmes, and operational initiatives. · Develop implementation plans, timelines, and deployment schedules to ensure smooth service rollouts. · Liaise and collaborate with internal stakeholders, including clinical and non-clinical teams, as well as external partners, to ensure implementation milestones are achieved within established timelines. · Monitor implementation progress, identify risks, and resolve operational issues promptly. · Coordinate staffing, training, equipment (including procurement), and operational readiness before service launch. · Ensure compliance with Ministry of Health (MOH)regulations, licensing requirements, clinical governance standards, and organizational policies. · Prepare implementation documentation, standard operating procedures (SOPs), reports, and project updates. · Support post-implementation monitoring, evaluation, outcome tracking, and progress reporting to management. 2. Administrative Management · Support the department’s annual workplan development and budgeting exercises. · Support the monitoring of department’s key performance indicators (KPIs) and budget utilisation, highlighting variances and risks where appropriate. · Assist with procurement processes in a timely manner, including preparation of approval papers, quotations, and proposals in accordance with hospital policies. · Support asset management activities, including tracking, maintenance coordination, and inventory documentation. · Facilitate service contract renewals, timesheet submissions, and onboarding processes for external service providers. · Provide secretariat and administrative support for meetings, committees, and working groups as assigned. · Perform any other responsibilities assigned Job Requirements : · Bachelor's Degree in Healthcare Administration, Business Administration, or a related discipline. · Minimum of 4 years' relevant experience in healthcare operations, service implementation, project coordination, or healthcare administration. · Good understanding of healthcare service delivery models, clinical workflows, and care processes, with the ability to apply this knowledge in operational settings. · Strong project coordination, implementation, and stakeholder management skills, with the ability to manage multiple projects and priorities effectively. · Excellent analytical, organizational, and problem-solving skills, with the ability to engage and coordinate diverse stakeholders to achieve project objectives. · Proficient in Microsoft Office applications and healthcare information systems such as SAP, Clinic Assist, EPIC, or equivalent platforms. · Excellent written and verbal communication skills, with the ability to prepare reports, presentations, and operational documentation. · Strong data management and reporting skills. Working knowledge of data analytics and visualization tools (e.g., Tableau, Power BI) will be an advantage.
