The ECO shall conduct regular site checks and take prompt enforcement or corrective actions to ensure that all common areas within the Contract Boundary, inside the flats affected by internal Works (where applicable) within hoarded areas, workers' rest areas, temporary toilets, and other facilities and general surroundings of the Site are kept clean, tidy and hygienic at all times. In addition, the ECO shall also ensure that the Site is kept mosquito-free at all times. Job Descriptions Work closely with the Project Manager and WSHO on environmental issues such as noise pollution, vector control, air pollution, water pollution and drainage, prevention & control of infectious diseases, food hygiene, solid waste management, chemical storage & disposal and haze response procedure Implement and monitor environmental, health and safety management systems at worksites To carry out and submit daily day-end housekeeping checks. Prepare and submit weekly and monthly Housekeeping Reports. Prepare, submit statutory reports and maintain documentation for environmental public health requirements on environmental issues Ensure ECM plan updated regularly in lieu of site changes Conduct regular site inspections to ensure that site activities are carried out in compliance with NEA and EHS regulations To supervise all Housekeepers, Pest Control Operator, to ensure proper execution of conservancy Works, housekeeping works in accordance with the stipulated requirements and provisions in the Contract, and the following tasks. i. Proper management of conservancy works, housekeeping works, including disposal of work debris, surplus excavated earths, etc. ii. Housekeeping management of common areas, inside flats within hoarded works areas, etc. iii. Control of disease-bearing vectors and rodents, including prevention of mosquitoes breeding. iv. Drainage and silt control. v. Control and minimization of noise and dust pollution. vi. Maintenance of trees and landscaped areas. vii. Proper cleaning and maintenance of all hoardings, especially those fronting 1st storey communal premises, commercial facilities, and dwelling flats, if any. Liaise with NEA and relevant authorities on all environmental issues Look out for conditions/situations in construction sites which cause or likely to cause environmental health problems, be proactive for these conditions/situations and ensure compliance Ensure compliance with environmental regulations, develop environmental control plan, site clean-up plans, Safety and Health and good practice requirement at all times Provide recommendations on remedial measures to be taken to prevent recurrence Job Requirements Must be a registered ECO with NEA The ECO shall possess a “Certificate of Competency (CoC) in Earth Control Measures (ECM) for Construction Site Personnel”. The ECO who is without “Certificate of Competency (CoC) in Earth Control Measures (ECM) for Construction Site Personnel” shall attend the course conducted jointly by PUB and IES (Institute of Engineers Singapore) and obtain it within 6 months upon his employment at the site. At least 2 years of relevant work experience in construction field (Preferable in HIP/ BTO/NEA Projects)
