Job Summary Lead systems analysis and design to deliver integrated IT solutions, collaborating with business units and managing full project lifecycles to ensure high-quality, scalable, and secure systems aligned with organizational goals. Responsibilities Lead end-to-end systems analysis and design, including gathering requirements, modeling processes, and architecting solutions for new and existing systems Collaborate with business units to translate operational needs into detailed functional and technical specifications Oversee system integration to ensure seamless interoperability with internal systems and external government platforms such as Singpass, Corppass, and GovTech services Manage and coordinate user acceptance testing (UAT) to verify solutions meet business requirements and quality standards Provide technical guidance and mentorship to project team members to enhance team capabilities and project outcomes Monitor system performance, identify improvement opportunities, and implement initiatives to enhance reliability, security, and scalability Prepare and maintain comprehensive documentation including business requirements documents (BRDs), functional specifications, system design documents, and test plans Manage relationships with external vendors and system integrators to ensure timely, on-budget, and within-scope delivery of project components Stay updated on emerging technologies and industry best practices to proactively apply relevant innovations within HDB’s context Required competencies and certifications At least five years of experience in systems analysis, IT project delivery, or related fields within large enterprises or public sector environments Proven ability to manage full project lifecycles from requirements gathering through deployment and post-implementation support Hands-on experience developing applications using Java, JavaScript, React, SQL, and web/object-oriented programming frameworks Solid understanding of SDLC methodologies including waterfall, agile, or hybrid approaches Degree in Computer Science, Information Technology, Information Systems, or related discipline from a recognized university Strong interpersonal and communication skills to effectively engage stakeholders and team members Preferred competencies and qualifications Prior experience working with government digital services or familiarity with Singapore’s whole-of-government IT frameworks Possession of relevant professional certifications demonstrating technical competency Demonstrated initiative, teamwork, willingness to learn, and a positive attitude that motivates colleagues Candidates with strong delivery records and technical skills in required programming languages may be considered even without a related academic background
