Position Summary We are seeking an experienced and commercially astute Quantity Surveyor with a strong foundation in Singapore's construction market and regulatory environment. The ideal candidate will possess at least 3 years of proven QS experience in Singapore, demonstrating expertise in accurate quantity take-off from drawings, preparation of competitive tenders and cost plans, and a sharp understanding of current market pricing. Crucially, you must understand how Singapore's local codes of practice and authority requirements translate into material specifications, workmanship standards, and ultimately, project costs. Key Responsibilities Pre-Contract & Cost Management: Perform accurate and detailed quantity take-off (measurement) from architectural, structural, and M&E drawings using both manual and digital methods. Prepare Bills of Quantities (BOQ), cost estimates, and tender documents with a strong sense of current Singapore market rates for materials, labor, and equipment. Source, analyze, and compare quotations from suppliers and subcontractors, ensuring compliance with project specifications. Provide detailed cost advice and value engineering options during the design phase. Post-Contract & Contract Administration : Administer contracts (e.g., SIA, REDAS, PSSCOC), including valuations, variations, and final account preparation. Evaluate and certify progress claims from subcontractors and prepare payment certificates. Manage and negotiate variation orders (VOs), ensuring all changes are properly documented and costed. Conduct cost forecasting and regular financial reporting for projects. Regulatory & Compliance Cost Integration: Apply knowledge of Singapore's local codes of practice (e.g., BCA requirements, SS standards, SCDF Fire Code) to ensure cost plans and BOQs reflect all necessary compliant materials and methodologies. Understand and factor in cost implications of local authority submission processes (e.g., BCA, URA, NEA) including permit fees, inspection requirements, and specialized materials. Advise project teams on the cost impact of regulatory changes and authority feedback. Procurement & Supplier Management : Develop procurement schedules and strategies tailored to the Singapore market. Build and maintain a robust network of local suppliers, subcontractors, and vendors. Prepare and issue subcontract documents and purchase orders. Qualifications & Experience Mandatory Requirements: Diploma or Bachelor’s degree in Quantity Surveying, Construction Economics, or a related field. Minimum of 3 years of relevant Quantity Surveying experience in Singapore, with a portfolio of completed local projects. Exceptional skill in performing quantity take-off from drawings across various project stages. Demonstrable knowledge of current construction costs, market trends, and supplier landscape in Singapore. Proficient with MS Excel for measurement and costing. Solid understanding of standard forms of contract used in Singapore (SIA, PSSCOC). Highly Preferred: Hands-on experience in a civil & infrastructure, high-rise residential, commercial fit-out, MEP. Direct experience liaising with contractors, consultants, and authorities on cost-related compliance matters. Knowledge of BIM and its application in quantity extraction and cost management.
