Group / Division / Department Accounting Development & Regulatory Group (ADRG) / Surveillance & Standards Division (SSD) Job Level Divisional Director Job Title Divisional Director, Surveillance & Standards Division (SSD) Reporting To Assistant Chief Executive (Accounting Development & Regulatory Group) Job Description Lead the Financial Reporting & Standards Department and the Inspection Department in regulating the public accountancy profession and promoting high professional standards through key regulatory programmes, including the Practice Monitoring Programme and Financial Reporting Surveillance Programme, to uphold high-quality financial reporting in Singapore. Provide strategic leadership in accounting regulation, financial reporting, and audit oversight. Leverage extensive accounting and auditing experience, strong technical expertise, and proven leadership capabilities to drive organisational transformation and regulatory excellence. Work closely with local and international accounting stakeholders, provide strategic and technical accounting advice to standards-setting committees, and make recommendations on regulatory inspection outcomes. Key Responsibilities Leadership Provide strategic leadership and direction to management teams and staff, as well as secretariat teams supporting international engagements with bodies such as the International Forum of Independent Audit Regulators (IFIAR), International Accounting Standards Board (IASB), and ASEAN Audit Regulators Group (AARG). Build organisational capabilities by strengthening technical expertise, leadership bench strength, and talent development. Lead transformation initiatives across audit and accounting regulatory functions through process improvements, AI adoption, and data-driven regulatory approaches. Contribute to enterprise-wide leadership, supporting organisational priorities beyond the division's functional responsibilities. Strategy & Planning Lead environmental scanning efforts to stay ahead of developments in accounting and auditing standards, regulations, and the international business environment. Engage with the public accountancy profession, company directors, management, international regulators, and professional bodies to address emerging accounting and regulatory issues. Policy & Operational Excellence Lead the review and enhancement of legislation, policies, and regulatory frameworks to ensure continued relevance and effectiveness. Collaborate with government agencies and key stakeholders to advance strategic regulatory initiatives. Participate in senior committee meetings to provide strategic direction on policies, standards, inspections, and regulatory programmes. Build strong relationships with international regulatory bodies to strengthen collaboration and support Singapore's accounting and audit regulatory landscape.
