We are seeking an experienced and proactive HR Manager to oversee the full spectrum of Human Resource functions for our construction projects in Singapore. The successful candidate will be responsible for driving HR strategies, workforce planning, talent acquisition, payroll administration, employee relations, performance management, compliance, and HR operations while ensuring alignment with business objectives and Singapore employment regulations. Key Responsibilities Manage the full spectrum of HR functions, including Recruitment, Compensation & Benefits, Payroll, Performance Management, Employee Relations, Training & Development, Leave Administration, HR Budgeting, and Policy Development. Lead end-to-end recruitment activities, workforce planning, onboarding, succession planning, and talent acquisition for project and corporate functions. Oversee monthly payroll processing, CPF contributions, employee benefits, claims administration, and maintenance of employee records within HRIS. Develop, implement, and review HR policies and procedures in compliance with business objectives and statutory requirements. Provide strategic HR advice to senior management on organizational design, workforce planning, and employee relations, including disciplinary actions, grievance management, and conflict resolutions. Partner with Project Directors and Department Heads to develop workforce plans, forecast manpower requirements, and optimize resource allocation to support project and business objectives. Ensure compliance with Singapore Employment Act, MOM regulations, Tripartite Guidelines, Fair Consideration Framework (FCF), and foreign workforce regulations. Manage year-end statutory submissions, including IR8A, IR21, NS claims, Government-Paid Leave claims, and other mandatory filings. Design and manage performance management processes, employee development initiatives, and training programs. Manage project manpower planning, subcontractor manpower contracts, claims, MYE applications, and manpower allocations. Liaise with project teams, finance, corporate headquarters, and regulatory authorities on HR, manpower, payroll, and compliance matters. Prepare HR reports, workforce analytics, audits, and management presentations. Requirements Bachelor's Degree / Master’s Degree in Human Resource Management, Business Administration, or a related discipline. Minimum 12 years of progressive HR experience, including at least 5 years in a managerial role within Construction, Engineering, Infrastructure, or EPC project environments. Strong knowledge of Singapore employment laws, MOM regulations, CPF administration, payroll, taxation, work pass regulations, and HR compliance. Proficient in HRIS systems and Microsoft Office applications. PMP or other Project Management certification will be an added advantage. Strong organizational and analytical skills with the ability to manage multiple priorities in a fast-paced environment. Excellent stakeholder management and communication skills.
