Job Summary The Deputy Site Manager is responsible for supporting the Site Manager and the client in the overall execution, coordination, and supervision of all site activities at Tuas South. The role serves as the primary day-to-day operational lead, ensuring safe, efficient, and timely execution of all works while maintaining close coordination with the Site Manager, key subcontractors, client representatives, and the site team. The Deputy Site Manager will work closely with the two principal subcontractors and coordinate multidisciplinary activities, including Mechanical, Architectural, Electrical & Instrumentation (E&I), Testing & Commissioning, painting, logistics, and other construction activities. The role requires strong leadership, planning, problem-solving, and communication skills to ensure all site activities are executed in accordance with project schedule, quality standards, and HSE requirements. Key Responsibilities Site Operations Assist the Site Manager in the overall planning, execution, and coordination of all yard activities. Direct and coordinate daily work activities across Mechanical, Architectural, Electrical & Instrumentation (E&I), Testing & Commissioning, Painting, Logistics, and related disciplines. Monitor daily work progress against the project schedule and proactively identify potential delays and recovery actions. Ensure work fronts are properly coordinated to maximize productivity and minimize conflicts between different trades. Conduct daily site walkdowns to monitor progress, workmanship, housekeeping, and safety compliance. Subcontractor Management Act as the primary day-to-day coordinator between Powell and the two principal subcontractors. Ensure subcontractors have the necessary drawings, materials, permits, tools, and access to perform their work efficiently. Monitor subcontractor productivity, quality of work, and adherence to contractual obligations. Resolve site coordination issues promptly to minimize disruption to project activities. Planning & Coordination Coordinate daily and weekly work plans with the Site Manager and subcontractors. Lead or participate in daily coordination meetings and toolbox meetings. Identify critical path activities and recommend mitigation measures where required. Coordinate interfaces between engineering, procurement, fabrication, installation, testing, and commissioning teams. Quality & Documentation Ensure all construction activities comply with approved drawings, project specifications, and quality procedures. Coordinate inspection activities with QA/QC personnel and client representatives. Ensure red-line mark-ups and as-built information are maintained throughout construction. Support document control activities by ensuring site teams are working with the latest approved drawings and documentation. Testing & Commissioning Coordinate testing activities between construction teams, testing personnel, and client representatives. Ensure all prerequisite construction works are completed before testing commences. Monitor testing progress and facilitate timely resolution of punch list items. Health, Safety & Environment Promote a strong safety culture throughout the site. Ensure compliance with all project HSE requirements and permit-to-work systems. Participate in safety inspections, incident investigations, and implementation of corrective actions. Ensure excellent housekeeping standards are maintained throughout the yard. Reporting Assist the Site Manager in preparing daily and weekly site progress reports. Highlight critical issues, risks, resource constraints, and mitigation plans to the Site Manager. Monitor manpower deployment and equipment utilization. Escalate major technical, commercial, or schedule issues requiring management attention. Requirements Diploma or Degree in Electrical Engineering, Mechanical Engineering, Construction Management, or a related discipline. Minimum 12-15 years of experience in construction, installation, or commissioning of industrial, oil & gas, power generation, or EPC projects. At least 5 years of experience supervising multidisciplinary construction teams. Experience managing subcontractors on large industrial projects. Strong understanding of Mechanical, Architectural, Electrical & Instrumentation, and Testing & Commissioning activities.
