Job Description Under the authority of the Secrétaire général d’administration (SGA - General Secretary of Administration), the officer ensures the financial and accounting management of the Embassy in compliance with French regulations, ministerial procedures, and internal control rules. He/She contributes to the smooth administrative and financial operation of the post and participates in securing accounting operations. Main Activities Accounting and Budget Execution - Ensure the execution of expenses and revenues - Control the compliance of supporting documents - Prepare payment orders - Ensure the monitoring of budget commitments - Perform bank reconciliations - Track available cash-flow - Prepare periodic accounting closures - Participate in the preparation of the annual budget - Produce financial dashboards Internal Control - Ensure compliance with financial procedures - Participate in internal control operations - Prepare controls and audits - Identify risks and propose procedural improvements Administrative Management - Monitor contracts and agreements - Ensure supplier follow-up - Participate in the monitoring of procurement contracts and purchases - Ensure the regulatory archiving of accounting documents Diplomatic Accounting Agency (Régie diplomatique) - Act as an authorized representative of the diplomatic accountant, in compliance with applicable texts - Participate in managing cash holdings and means of payment - Prepare accounting agency operations - Verify supporting documents - Participate in cash count reconciliations and regulatory checks - Ensure service continuity in the absence of the accountant Cross-functional Support - Advise departments on financial procedures - Participate in the continuous improvement of processes - Periodically perform any mission falling under the purview of the SGA Required and Expected Skills Education - Bac +2 to Bac +5 (Associate to Master's degree equivalent) in accounting, management, or finance Experience - Proven experience in accounting - Experience in the public sector or an international environment constitutes an asset Technical Skills - General accounting - Budgetary management - Financial analysis - Advanced mastery of Excel - Good knowledge of office automation tools - Knowledge of ministerial applications would be appreciated Personal Qualities - High level of rigor - Sense of organization - Discretion and respect for confidentiality - Analytical mind - Sense of public service - Ability to manage priorities - Autonomy - Team spirit Languages - Mastery of French and English, both written and spoken Working Conditions Position to be filled by 10th August 2026 Permanent contract under Singaporean law with a probationary period of 3 months, renewable once - Hours : 38 hours 30 minutes per week - Paid Leave: 24 days/year (calculated pro-rata for the first year) + Singapore public holidays - Health insurance - Work Visa - Salary : 7,103 SGD/month - Financial benefits : 13th month (pro-rata) - Retirement Fund Application Requirements - Curriculum Vitae, without a photograph - Cover letter - Copy of passport or national identity card - Copy of Singaporean residence permit - Diplomas or language certificates Additional documents may be requested.
