Operation Manager (M&E Projects) Position- Operation Manager – M&E Projects (Private & Government Sectors) Roles & Responsibilities We are seeking a highly motivated and experienced Operation Manager to oversee Mechanical & Electrical (M&E) projects involving Private and other government agencies. The successful candidate will be responsible for managing daily operations, ensuring regulatory compliance, maintaining quality and safety standards, and leading operational teams to deliver projects efficiently. Key Responsibilities Lead and manage the operations team for maintenance contracts and ad hoc projects. Plan, coordinate, and supervise daily operational activities to ensure projects are completed safely, on time, and within budget. Manage manpower deployment, work scheduling, and resource allocation for site operations. Coordinate the procurement of materials and ensure timely availability for project execution. Develop, implement, and maintain operational procedures, quality documentation, and standard operating procedures. Monitor operational performance and prepare monthly reports and analysis to drive continuous improvement. Conduct induction, refresher, and quality-related training for maintenance and operations personnel. Manage document control and ensure proper maintenance of project and quality records. Handle customer feedback, investigate complaints, and implement corrective and preventive actions. Identify and resolve operational, safety, manpower, and material-related issues. Plan and conduct internal quality audits and coordinate external audits by government agencies and certification bodies. Prepare and review safety documentation, including Risk Assessments (RA), Safe Work Procedures (SWP), and Method of Statements (MOS), in compliance with regulatory requirements. Maintain and continuously improve the company's Integrated Management System in accordance with ISO 9001 and ISO 45001 standards. Conduct weekly operational meetings with supervisors to review project progress, address challenges, and improve productivity. Review and approve permits for Confined Space and Work-at-Height (WAH) activities. Ensure full compliance with all applicable requirements from PUB, BCA, HDB, MOM, and other government authorities. Monitor changes in regulations, industry standards, and best practices within the M&E sector and implement necessary improvements. Lead Safety Time-Out sessions and promote a strong safety culture across all project sites. Work closely with clients, consultants, subcontractors, and internal departments to ensure successful project delivery. Perform any other duties assigned by the Management. Requirements Bachelor's Degree in Electrical Engineering, Facilities Management, or a related discipline. Minimum 5–8 years of relevant experience in M&E operations, maintenance, or project management, preferably involving Private or other government sector projects. Good knowledge of PUB, BCA, HDB, and MOM regulations and safety requirements. Experience with ISO 9001 and ISO 45001 management systems and audit processes. Familiarity with Risk Assessment (RA), Safe Work Procedures (SWP), Method of Statements (MOS), and Permit-to-Work systems. Strong leadership, communication, and people management skills. Ability to manage multiple projects and work effectively under pressure. Proficient in Microsoft Office applications and documentation management. Possession of relevant safety certifications (e.g., Confined Space, Work at Height, or Workplace Safety & Health) will be an advantage. Possess a valid Singapore Class 3 Driving License. Able to work on shift schedules, including weekends and public holidays when required. Able to travel and work at project sites across Singapore (island-wide).
