Specialist/Sr Specialist, Plans, Central Procurement Office

The Home Team Science and Technology Agency (HTX) is a statutory board of the Ministry of Home Affairs (MHA), and also the Singapore public sector’s first Science and Technology agency that works at the forefront of science and technology to amplify, augment and accelerate the Home Team’s advantage and secure Singapore’s frontline of security. HTX integrates a diverse range of scientific and engineering capabilities to innovate and deliver transformative and operationally ready solutions for homeland security. The successful job holder will be a member of the Procurement Plans team to develop and deliver reports and strategic updates to Senior Management, drive internal and external change management initiatives, and contribute to the Central Procurement Office (CPO)’s transformation through data-driven insights and stakeholder engagement. • Conduct comprehensive analysis on acquisition lead times of MHA/HTX buys and identify trends, bottlenecks, and areas for improvement. • Prepare detailed reports (e.g. presentation slides) with data-driven insights and actionable recommendations for updates to Senior Management. • Organise annual Advance to plan out work strategies for the department. The input gathered will be translated to CPO workplan for the coming year. • Prepare publicity materials for our stakeholders (both internal and external) with the aim to educate, engage, and raise awareness. • Work closely with different CPO teams to identify, analyse, and redesign key business processes for optimization and efficiency. • Drive the development and implementation of process improvement methodologies, tools, and best practices to streamline operations and enhance performance. • Develop and implement change management strategies and plans to ensure successful adoption of new processes, including communication strategies and stakeholder engagement. • Other ad-hoc initiatives and projects may be assigned. • Possess a degree preferably with at least 2 years’ of procurement experience. Previous experience in the Public Sector with knowledge on Government Procurement procedures, is an added advantage. • Keen interest in developing as a procurement professional. • Able to work in a dynamic fast paced environment and manage workload well. • Strong communication and interpersonal skills, with the ability to influence and collaborate effectively across all levels of the organization. • Analytical mindset with the ability to identify opportunities for process optimization and drive impactful change initiatives. • Comfortable with presentation. • Passion for driving change and fostering a culture of innovation. • Must be able to work well in a team. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
