In this position, you will be responsible for sustaining and managing ICT projects for the Central Narcotics Bureau (CNB), ensuring their continuous operational readiness. You will collaborate closely with Project Management Centres (PMCs), government agencies, relevant stakeholders, and contractors to coordinate and oversee the delivery of ICT solutions and services to meet the operational needs. In addition, you will also support the Head (Sys&Apps) in shaping and developing long-term technology strategies that are aligned with the Home Team Departments' (HTDs) transformation agenda. The job-holder will be responsible for the following: • Oversee the day-to-day operational readiness of ICT systems and infrastructure, ensuring they are maintained, monitored, and performing optimally at all times, including the upkeep of documentation such as system configurations, maintenance logs, and incident reports. • Monitor, investigate, and analyse system behaviours, degradations, faults, and incidents to identify root causes and drive timely resolutions, escalating where necessary. • Manage and coordinate with contractors and relevant stakeholders to plan and execute maintenance activities, system upgrades, and enhancements, ensuring minimal disruption to operations. • Lead and collaborate with team members and stakeholders to develop and implement detailed technology solutions that meet business requirements, taking into account security and integration considerations. • Drive the end-to-end project management of Day 2 operational ICT activities, including tracking of deliverables, managing timelines, and ensuring service levels are met in accordance with contractual obligations. • Manage the procurement of ICT services, including the evaluation and assessment of system proposals submitted by vendors, either independently or in consultation with the supervisor, ensuring alignment with operational requirements. • Tertiary qualification in Computer Science, Information Systems, Information/Infocomm Technology, Computer or related discipline. • Minimum 3-5 years of relevant software development, business analysis or project management working experience. • Proven experience in IT business analysis and/or IT project management. • Strong analytical, conceptualisation and problem-solving skills. • Good communication skills, both oral and written, with the ability to present ideas and influence stakeholders. • Comprehensive knowledge of Singapore Government ICT policies, including IM8 framework, cybersecurity standards, and data governance requirements will be advantageous • Experience with government procurement processes and vendor management in public sector environments will be beneficial • Basic knowledge of Cloud, Service Design/Design Thinking and Agile Development Methodology Personal Characteristics & Behaviours • Has strong planning and project management skills. PMP or equivalent certification would be an advantage. • Is able to work independently and as a team. • Has good interpersonal and communications skills for internal/external stakeholder engagement. • Is familiar with the Home Team environment would be an advantage.
