About IPOS’ Human Capital Department The Human Capital Department, working closely with IPOS International’s HR team, supports IPOS Group to attract, develop, nurture and retain talent, in support of IPOS Group’s organisational goals. About IPOS International (II) IPOS International is a wholly-owned subsidiary of IPOS, supporting Singapore’s future growth as a global hub for intellectual property (IP) creation, commercialisation and management. Key Responsibilities We are seeking a strategic and hands-on individual to join our Human Capital Department. Reporting to Director, Human Capital Department (IPOS), the successful candidate will drive the Group learning and capability development agenda across IPOS Group, covering both IPOS and II, and will gain exposure to capability development in both public sector and subsidiary/commercial-facing contexts. • Lead the planning and implementation of IPOS Group-wide learning and capability development strategy and annual roadmap, informed by business priorities, learning needs analysis and employee engagement insights • Design and implement workforce capability development programmes to strengthen current and emerging skills required for organisational effectiveness • Translate relevant Whole-of-Government capability frameworks into actionable learning plans, pathways and interventions for IPOS Group • Strengthen people manager capability through development interventions, toolkits and resources to support career and performance conversations • Establish learning platforms and communities to support continuous learning, knowledge-sharing and capability building across the Group • Manage external training partners/vendors to ensure programme relevance, quality and outcomes • Track and report learning outcomes and impact measures, and provide regular updates to management/governance platforms Requirements • Relevant background in Human Resource Management, Business Administration or a related field • At least 5 years of relevant experience in Learning & Development / capability development (including programme design and stakeholder management) • Excellent interpersonal, communication and stakeholder management skills • Strong analytical and project management skills; able to manage multiple initiatives and drive outcomes • Strategic thinker with strong attention to detail and a hands-on execution mindset • Prior experience in the public sector is preferred but not mandatory
