Senior Assistant Director, Digital Capabilities and Systems, Registries of Patents, Designs and Plant Varieties (3-years contract). There is possibility to be emplaced on a permanent position. You will play a key role in shaping and governing Singapore’s national IP registry digital platform, ensuring it is reliable, efficient, user-centric and future-ready. As Systems Lead (Deputy System Owner), you will own and drive the roadmap, delivery and continuous improvement of systems that support end-to-end IP registration processes. You will enable and support the digital transformation of Registry operations through effective system design, delivery and optimisation. The platform supports a high volume of IP transactions and is critical to Singapore’s innovation ecosystem, serving businesses, agents and international stakeholders. The Registries of Patents, Designs and Plant Varieties (PDPVP) supports IPOS’ vision by building and maintaining a top-ranked IP regime in the world. Key Responsibilities: System Ownership and Platform Development • As a deputy system owner, you will oversee the governance, delivery, stability and continuous enhancement of the Registry digital platform for IP filing, IP search, IP portfolio management and IP application processing. • Partner closely with IT department and vendors to lead and drive system delivery, and ensure solutions meet performance, scalability, integration and compliance requirements. Business Process Enablement • Support Registry operations in process optimisation by identifying and implementing system-enabled improvements. • Provide system-driven insights and solutions to address operational pain points, in partnership with process owners. Team Leadership and Capability Building • Lead and manage a team of system administrators and business process improvement specialists. • Build and lead a high-performing systems team. • Set clear direction to strengthen system ownership capabilities within the team and drive a culture of accountability, continuous improvements and user-focused delivery. Stakeholder Engagement • Collaborate with a wide range of internal and external stakeholders to identify opportunities and operational needs, co-create solutions and manage relationships that span technical, operational and policy dimensions. Change Management and Adoption • Lead change management initiatives to ensure new processes and digital tools are successfully adopted across all user groups – Registry operations and customers. • Monitor system usage and feedback to continuously improve user experience and effectiveness. Write to us if you have/are: • 7 to 10 years of experience in digital transformation leadership with proven track record of leading successful large-scale system implementations. • 3 to 5 years of leadership and supervisory experience in managing team of system administrators and business process improvement specialists, with demonstrated change management capabilities. • Experience as a system owner or deputy system owner for enterprise or transactional digital platform • Basic understanding of system architecture and IT governance. • Strong analytical and problem-solving capabilities with excellent written and verbal communication skills. • (Optional) Background in intellectual property, especially in Patents and Designs, will be advantageous. • (Optional) Agile or product management certification — Certifi…
