Facility Management Control System (Fmcs) Manager

Job Purpose As the FMCS Manager, you will oversee the design, engineering, procurement, programming, testing, andcommissioning of the Facility Management Control System (FMCS), BuildingManagement System (BMS), and Supervisory Control and Data Acquisition (SCADA) systems.You will lead a team of engineers, manage specialized subcontractors, andcollaborate closely with clients and project directors to ensure systems aredelivered on time, within budget, and in strict compliance with Singapore’s regulatory and safety standards. Key Responsibilities Project Execution & Technical Leadership: Lead the end-to-end delivery of the FMCS/BMS scope for major M&E projects, ensuring seamless integration with HVAC, electrical, fire protection, and extra-low voltage (ELV) systems. Design & Engineering Review: Review and approve FMCS architectures, Input/Output (I/O) summaries, control schematics, network diagrams, and functional design specifications (FDS). Subcontractor & Vendor Management: Evaluate, select, and manage instrumentation and control subcontractors and software vendors. Monitor their progress, quality of work, and adherence to the project schedule. Testing & Commissioning (T&C): Oversee the preparation and execution of Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT). Ensure smooth system handover to the client's operations team. Stakeholder Coordination: Act as the primary technical point of contact for the client, consultants, and internal project teams regarding all automation and control system matters. Compliance & Safety: Ensure all control system designs and installations comply with Singapore standards (e.g., BCA Green Mark, SS 553, SS 538) and cyber-security guidelines for industrial control systems. Requirements & Qualifications Education: Bachelor’s Degree in Electrical, Electronics, Instrumentation & Control, Automation Engineering, or a related discipline. Experience: Minimum of 8–10 years of experience in M&E construction, automation, or instrumentation, with at least 3 years in a managerial or lead capacity within an EPC/EPCM environment. Industry Exposure: Proven track record in executing large-scale projects in Singapore, specifically Data Centers, Wafer Fabs, or Pharmaceutical plants. Technical Skills: Deep expertise in major FMCS/BMS platforms (e.g., Siemens, Honeywell, Schneider Electric, Johnson Controls). Strong knowledge of industrial communication protocols (BACnet, Modbus, Profibus, TCP/IP). Familiarity with PLC/SCADA programming and network architecture security. Further training : CSCPM, MWAH Soft Skills: Strong leadership capabilities, excellent negotiation skills, and the ability to thrive under tight project deadlines.
