Summary: The Human Resource Assistant Manager supports the Human Resource Manager in overseeing the full spectrum of Human Resource functions, ensuring compliance with Singapore labour laws, company policies, and operational requirements. The role is responsible for recruitment, payroll administration, training and development, employee relations, performance management, compensation and benefits administration, and fostering a positive workplace culture that supports operational excellence. Key Responsibilities 1. HR Operations Manage day-to-day HR operations Maintain HR policies and procedures Ensure compliance with the Singapore Employment Act Maintain employee records, attendance and leave Ensure confidentiality and data accuracy Prepare HR reports and manpower statistics Support HR budgeting and manpower planning 2. Recruitment & Onboarding Manage end-to-end recruitment Workforce planning Job advertisements Interview coordination Candidate selection Employee onboarding Liaise with recruitment agencies, MOM and educational institutions Prepare employment contracts and HR letters Handle work pass applications Conduct orientation programmes Manage probation confirmations Support employer branding and talent acquisition 3. Payroll Administration Oversee monthly payroll Verify attendance, overtime, leave and allowances Ensure CPF compliance Ensure IRAS compliance Handle NS Make-Up Pay claims Maintain payroll confidentiality Work with Finance on payroll reconciliation Use HRIS and payroll systems 4. Training & Development Identify training needs Coordinate internal and external training Manage training schedules Monitor employee development Track career progression Ensure mandatory training compliance Manage training budgets Submit government training grants where applicable 5. Employee Relations & Engagement Handle employee grievances Counselling Disciplinary matters Investigations Organise engagement activities Staff welfare initiatives Company events Conduct exit interviews Improve employee retention Promote company culture Conflict resolution 6. Insurance & Employee Benefits Administer: Medical insurance, Hospitalisation insurance, Work Injury Compensation (WICA)Group insurance Handle enrolments and renewals Process insurance claims Manage employee benefits Advise employees on benefits Recommend improvements to benefit programmes 7. Labour Law & Compliance Ensure compliance with: Singapore Employment Act, MOM regulations, Workplace Safety requirements and PDPA Manage work passes Support HR audits Review HR policies Handle disciplinary procedures Keep management updated on legislative changes 8. Performance Management & Compensation Coordinate annual appraisals Support salary reviews Promotions Incentive programmes Compensation benchmarking Employee retention strategies Manpower cost analysis HR budgeting Qualifications Diploma or Degree in: Human Resource Management or Business Administration Related discipline Experience Required Minimum 3 years of HR experience Skills & Competencies Good knowledge of Singapore Employment Act and MOM regulations Strong understanding of payroll administration and HR operations Proficient in HRIS, payroll systems, and Microsoft Office applications Good interpersonal, communication, and stakeholder management skills Strong problem-solving and conflict resolution abilities Ability to handle confidential information with discretion Strong organizational and multitasking skills Able to work independently and under pressure
