Job Summary Luxx Newhouse Pte Ltd seeks an experienced Human Resource to lead comprehensive HR functions, manage foreign workforce administration, ensure regulatory compliance, and support smooth HR and office operations, preferably with construction industry experience. Key Responsibilities: Manage the full spectrum of Human Resource functions, including recruitment, onboarding, employee relations, performance management, training and development, compensation and benefits, payroll, and offboarding. Lead the end-to-end recruitment process, including sourcing, interviewing, hiring, onboarding, and employee orientation. Manage HR operations with a strong focus on foreign construction workers, including work pass applications, renewals, cancellations, and compliance with MOM regulations. Register, renew, and coordinate workers' CSOC, CoreTrade, and other mandatory training, certifications, and safety courses to ensure compliance with BCA and industry requirements. Administer employee benefits, including leave management, medical benefits (PCP), insurance matters, and respond promptly to HR-related enquiries. Process payroll and maintain HR records using the Info-Tech HR System . Maintain accurate employee records and ensure proper documentation and filing systems for all HR-related documents. Develop, review, and implement HR policies, procedures, employee handbook, and best HR practices. Handle employee disciplinary matters, grievances, investigations, performance reviews, and employee engagement initiatives. Prepare HR reports, manpower planning, HR analytics, and management reports. Ensure compliance with the Employment Act, MOM regulations, CPF requirements, and other relevant employment legislation. Manage insurance renewals and liaise with insurers on policy administration. Process Work Injury Compensation (WIC) claims, medical insurance claims, and coordinate with relevant stakeholders when required. Support general office administration to ensure efficient day-to-day business operations. Work closely with management and department heads on manpower planning, organizational development, and HR initiatives. Perform any other HR and administrative duties assigned by Management. Requirements: Bachelor's Degree or Diploma in Human Resource Management, Business Administration, or a related discipline. Minimum 5 years of HR experience, with at least 2 years in a managerial or supervisory role. Experience in the construction industry is highly preferred. Hands-on experience with the Info-Tech HR System is mandatory. Strong knowledge of Singapore Employment Act, MOM regulations, CPF, payroll administration, work passes, and HR compliance. Familiar with BCA requirements, construction workforce administration, CSOC, CoreTrade, and mandatory safety training. Experience handling foreign workers and work pass administration. Strong organizational, communication, and interpersonal skills. Ability to work independently, prioritize tasks, and manage multiple responsibilities effectively. Proficient in Microsoft Office applications. Our office is currently located at Sungei Kadut (near Kranji/Yew Tee MRT).
