What you will be working on This PM role requires a versatile and delivery-focused professional who can lead complex government digital projects/products from initiation to successful implementation, working closely with the organisation's business teams, GovTech delivery teams, technical specialists, security stakeholders and vendors to achieve outcomes that improve learning experiences through technology. Key Responsibilities • As a Project Manager, you will lead and coordinate end-to-end delivery of technology projects/products for the ministry, partnering closely with business stakeholders, product managers, business analysts, solution architects, technical services consultants, cyber/security teams and vendors to deliver secure, reliable digital services. • You are pro-active, self-motivated and resourceful, with strong delivery discipline, good technology awareness and the ability to influence stakeholders across agency, vendor and cross-functional teams. You are adept at managing multiple workstreams concurrently while maintaining governance, delivery quality, risk controls and stakeholder confidence. What will you be working on • Lead project planning and delivery across discovery, design, procurement, implementation, testing, deployment, adoption and operations transition. • Drive clear project governance, including scope, timeline, budget, dependencies, risks, issues, decisions, change control and reporting to stakeholders. • Partner with business teams to translate agency outcomes and operating needs into realistic project plans, delivery milestones and measurable implementation outcomes. • Coordinate cross-functional teams comprising product, business analysis, design, engineering, architecture, infrastructure, security, data, operations and vendor teams. • Manage vendors and delivery partners by setting expectations, tracking deliverables, reviewing progress, enforcing quality standards and escalating issues early. • Support procurement and post-award activities, including requirements consolidation, tender/quotation inputs, evaluation support, onboarding, mobilisation and contract management. • Ensure project delivery is aligned with government technology directions, including cloud adoption, enterprise architecture, security-by-design, data protection, reliability, accessibility and operational sustainability. • Establish and maintain project artefacts such as project plans, RAID logs, decision logs, dependency trackers, status reports, implementation plans, cutover plans and post-implementation review materials. • Facilitate Agile ceremonies and delivery cadences, including sprint planning, backlog refinement, reviews, retrospectives and cross-team sync-ups where applicable. • Work with teams to monitor delivery health, resolve blockers, assess implementation impacts and ensure readiness for UAT, security reviews, deployment, training and support. • Support change management with business teams, including communications, readiness checks, training coordination, operational handover and benefits tracking. • Identify continuous improvement opportunities in project delivery, vendor management, governance processes and operational workflows. What we are looking for • Minimum 8-10 years of experience in project management or technology delivery roles, preferably in large-scale public sector, education, enterprise or GovTech-related environments. • Proven track record in managing complex digital projects/products involving multiple stakeholders, vendors, systems, integrations and operational dependencies. • Strong knowledge of software development lifecycle, Agile delivery, DevOps practices, release management, testing approaches and production support considerations. • Strong understanding of government project governance, procurement processes, contract management, compliance requirements and executive reporting expectations. • Experience managing cloud, SaaS, platform migration, system integration, data, AI-enabled or modernisation initiatives will be an advantage. • Ability to engage both business and technical stakeholders, translate delivery risks into management actions and communicate complex issues clearly to senior stakeholders. • Strong analytical, planning, facilitation, negotiation and problem-solving skills, with the ability to structure ambiguity and drive teams towards decisions. • Strong portfolio that demonstrates hands-on experience working in Agile or product-centric teams, including …
