Executive/ Senior Executive (Leadership Development & Corporate Outreach)

The jobholder drives the development, review, and delivery of Home Team Leadership Crisis Leadership programmes to further the Centre’s focus on supporting leadership development and shaping leadership practices in the Home Team and developing crisis management capabilities across the Whole-of-Government. In this respect, the jobholder shall identify learning needs, monitor standards, and design frameworks to integrate and ensure the quality of leadership development in the Home Team. The jobholder shall also establish strategic partnerships with and reach out to renowned local and international centres of leadership excellence to develop high quality crisis and international leadership programmes for HT leaders, WOG and HT international strategic partners • Support the review and administration of various Home Team leadership milestone programs and frameworks • Support the team in workplan and strategy development as well as resource planning efforts • Develop, review, and refine frameworks and models to guide HT crisis leadership training and development • Design and develop the training curriculum for HTA crisis leadership programmes • Drive the appropriate use of technology and AI tools, and foster a conducive and supportive learning environment for effective adult learning • Translate MHA’s strategic directions into impactful and effective learning programmes • Promote HTCL’s thought leadership in leadership development within the safety and security domain, both locally and internationally • Build, manage and sustain effective relationships with internal and external stakeholders to advance the Centre’s interests, and enhance leaders’ learning and development experience. • To maintain and review where appropriate the Crisis Management Steering Committee initiatives, including the Crisis Management Resources microsite, WoG Crisis Management Competency Framework, WoG Crisis Management Capability Intervention Roadmap, WoG Crisis Management Capability Development Guidebook, Crisis Leadership Forum and other initiatives • Ensure the effective delivery of crisis leadership and international leadership programmes, including identifying suitable training partners, overseeing training administration, and managing procurement where required 1. Recognised Bachelor’s degree, preferably with specialisation in training and development 2. Keen interest in training and development 3. Demonstrate good capability in strategic orientation and thinking 4. Strong interpersonal, communication, presentation and writing skills 5. Proficient in IT and Microsoft applications 6. Able to work independently and also contribute effectively as a team player 7. Able to work with tight timelines and under stress to deliver outcomes due to evolving demands across the HT and WoG
