About this role
You will be working with a team to formulate, review, and implement policies relating to Integrated Shield Plans (IPs) and riders, with the objective of ensuring that private health insurance remains a sustainable pillar of healthcare financing and does not contribute to healthcare cost escalation arising from over-consumption, over-servicing, and over-charging. At the same time, you will help ensure that IPs and riders keep up with medical advancements. You will be working in a fast-paced and challenging environment that would require the ability to manage multiple priorities and stakeholders at the same time. You will: 1. Review policies governing IP and rider benefits and coverage, including ensuring improving the design of such benefits shape the desired consumer behaviour and work with the rest of the national healthcare financing framework to contain healthcare cost growth. This will have to be done in collaboration with both public and private sector stakeholders, including healthcare providers and private insurers. 2. Ramp up public understanding of IPs and other healthcare financing schemes to help consumers make informed healthcare decisions, as well as assess and address public appeals and feedback on healthcare financing schemes. 3. Develop, monitor, and analyse health insurance statistics for policy reviews, annual Committee of Supply debates, and Parliamentary discussions and to promote consumer transparency. Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. • Design for implementation and communications – Develop policy that factors in strategic communications considerations upfront and has a grounded perspective of implementation considerations. • Systems thinking – Connect issues with larger system and identify inter-dependencies across issues and domains. • Degree in any discipline; background in economics or life/biomedical/health sciences would be an advantage. • Prior experience in healthcare sector, insurance sector or a policy-related role is an advantage • Good quantitative skills and data literacy, with knowledge of Excel; Experience with Stata or SQL is an advantage • Good writing and communication skills As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
