Senior Manager/Manager, Retirement Systems (Retirement Support Schemes), ISPD

The Income Security Policy Division (ISPD) drives national efforts to empower Singaporeans in achieving greater financial security in retirement. Within ISPD, the Retirement System Department lead policies to help Singaporeans meet retirement, housing and healthcare needs through the Central Provident Fund (CPF) system. As part of this dynamic team, you can expect the role to be challenging yet fulfilling, where you will be exposed to the spectrum of policy making, from policy design to scheme implementation and public communications. In doing so, you will develop an understanding of Singapore’s social security landscape, analyse a wealth of data and engage relevant stakeholders. You will work closely with the Central Provident Fund (CPF) Board, Ministry of Finance (MOF) and other key stakeholders to formulate, review and implement policies and initiatives that help Singaporeans meet their retirement needs. You will have the opportunity to work on the following policies: a. Formulate and review retirement support policies and schemes to strengthen retirement adequacy for Singaporeans, such as the Workfare Income Supplement and Silver Support Scheme b. Oversee scheme policy-ops and develop policy-ops frameworks to ensure that policy intent is accurately translated into scheme implementation, to help Singaporeans achieve a more secure retirement. You can also look forward to a nurturing working environment, with experienced supervisors supporting your career development. • Preferably 2 to 3 years of relevant work experience • Strong interest in social policies and preferably prior background in public policy (e.g. relevant degree, previous research work or policy experience) • Strong analytical, data analysis and writing skills • Good interpersonal and communication skills, and ability to work across agencies and diverse stakeholders • Ability to take initiative and work independently in understanding and resolving issues • Ability to exercise both empathy and firmness when managing complex appeal cases • Meticulous in work, especially when analysing information and checking against guidelines and criteria
