About this role

We are looking for a meticulous and service-oriented finance professional to join the Finance Management function in ACE Group, Ministry of Manpower (MOM). The officer will lead revenue collection, accounts receivable management and revenue contracting for ACE Group’s Onboard Centres and Recreation Centres, including the drafting and administration of tenancy agreements. The role also provides oversight of arrears management and compliance with government finance requirements, and drives process improvements through SOP development, automation and technology-enabled solutions. • Lead and oversee revenue collection and revenue contracting for Onboard Centres and Recreation Centres, including the drafting and administration of tenancy agreements, arrears monitoring and follow-up on outstanding payments. • Provide oversight of reconciliation checks, transaction reviews and regular reporting on revenue collection and arrears. • Recommend appropriate actions for outstanding payments, late payment interest, write-offs, waivers and customer appeals. • Engage internal and external stakeholders to resolve billing, fee and payment-related issues, and maintain high service standards. • Strengthen governance and compliance with prevailing government policies, MOM requirements and internal guidelines. • Drive process improvements through SOP development, process reviews, automation and technology-enabled solutions. • Tertiary qualification in Accounting, Business Administration, Finance or a related discipline is preferred. • Relevant experience in finance, revenue management, accounts receivable, contract administration or related functions, preferably with exposure to public sector finance, governance and compliance requirements. • Strong analytical, problem-solving and judgement skills, with the ability to assess arrears, appeals, waivers, write-offs and related financial matters. • Good stakeholder management and communication skills, with the confidence to engage internal and external parties on billing, payment, tenancy and compliance matters. • Meticulous, organised and able to manage multiple priorities, deadlines and operational issues independently. • Proficient in written communication, presentation and IT skills, with an interest in process improvement, automation and technology-enabled solutions.
