Senior Manager (Out of Home Care/Community Practice Support Team), RPG/PCD

Description of Division: As part of the RPG Protective Service (PSV), the Partner & Capability Development (PCD) division drives partner management and capability building to deliver effective protection services for individuals and families experiencing violence, abuse, or neglect. We strengthen coordination of common services and enable holistic management of services run by social service agencies and vendors. The division advances evidence-based and trauma-informed practices to better support both RPG staff and the social service sector. Brief description of Job Scope: The Out-of-Home Care/Community Practice Support Team (OHC/CPST) partners Out-of-Home Care (OHC) agencies i.e. Children’s Homes and Fostering Agencies to enable effective case management for their clients. The OHC/CPST works closely with the OHC agencies to provide case consultations and intervention support for complex cases by brokering services and navigating system barriers to facilitate targeted and effective intervention. The team plays a key role in working collaboratively with the OHC sector and related partners to enhance capabilities and strengthen casework practices for the OHC sector. The role requires a good understanding of domestic violence and strong casework management in protection work, and stakeholder engagement and management skills. You will be required to build strong partnerships with the OHC sector partners and stakeholders, participate in case consults and reviews to provide effective support in case management and casework practices, and facilitate capability building. You will also play a key role in supervising officers in carrying out their roles and responsibilities. Responsibilities: As a Senior Manager, you will report to an Assistant Director and: • Provide case consults for complex cases and work with the OHC partners and stakeholders to enhance the sector’s casework practices • Guide the OHC workers in applying relevant casework theories and integrating sector assessment tools in their case planning and practice • Facilitate multi-agencies case conferences for complex cases independently • Provide guidance on Court order applications and case reviews • Attend relevant case review meetings such as the Review Board and Committee on Fostering to assess the level of support and training needs that are required by the OHC workers • Advocate and support the brokering of services and navigating of systems when required • Identify gaps and opportunities within the sector to enhance the OHC agencies’ ability to respond to clients’ and families’ needs in a culturally informed and non-discriminatory manner • Facilitate Practice Circles to deepen knowledge and skills application • Work with internal and external stakeholders to develop and streamline processes to improve case management support to OHC agencies • Supervise staff to ensure compliance with the organisational practice standards and build their competencies in their job functions • Contribute to the review of systems and processes and related projects This role offers a breadth of exposure to sector capability development, stakeholders engagement and management, service management and casework management. Competencies required: • Possess a background in Social Work, Psychology, or related disciplines • At least 4 years of experience in casework with children and families. Experience in crisis intervention work and supervisory role will be an advantage. • Proactive and dynamic • Ability to engage internal and external stakeholders and communicate well • Good written and engagement skills, problem solving and multi-tasking skills • A team player who is also able to work independently under pressure
