Manager (Operation Development), ECDA/TFN

The Early Childhood Development Agency (ECDA) is the regulatory and developmental agency for the early childhood sector in Singapore and oversees key aspects of children’s development below the age of seven across both kindergartens and childcare centres. Officially launched on 01 April 2013, ECDA is an autonomous agency jointly overseen by Ministry of Education (MOE) and Ministry of Social and Family Development (MSF) and is hosted under MSF. Operations Support Officer: Roles & Responsibilities We are looking for a responsible and self-driven individual to be part of the Operations Support team in the Operations Management Branch, Transformation (TFN) Division within the Early Childhood Development Agency (ECDA). The successful candidate will support operational excellence and service delivery improvements across preschool subsidy schemes and work closely with the Operations Administration (OA) teams to improve childcare subsidy administrations. This role will support OA in strengthening operational clarity, workflow efficiency, service standards and digital enablement, so that families and preschools can access subsidy support in a timely, consistent and reliable manner. • Ops Policy Reviews: Coordinate with OA teams to review and improve subsidy operations processes/guidelines and facilitate policy implementation and system enhancements. • Innovation and Digital Transformation: Champion digital transformation initiatives, oversee technology implementations, evaluate emerging tools and platforms, and lead change management efforts to enhance operational efficiency and service delivery. • Service Improvement: Develop and implement initiatives to enhance the service capabilities and competencies of Operations Administration officers and contact agents to reduce operational feedback volume. • Subsidy Administration: Support OA teams in subsidy administration, including application processing, income reviews and feedback management • Content and Knowledge Management: Review and maintain ECDA website content, AskGov materials, SOPs, guidelines, and subsidy repositories to ensure accuracy and accessibility. • Communications: Manage mass communications, internal training delivery If you are looking for a position that enables you to make a difference and contribute to the future of the early childhood sector, this is the job for you.
