Head/Deputy Head, RIE Systems

The National Research Foundation (NRF) is a department within the Prime Minister's Office, and we set the national direction for research, innovation and enterprise (RIE) by developing policies, plans and strategies; funding strategic initiatives that strengthen our scientific and technological capabilities, grow our RIE talent base, and achieve economic and national impact; and fostering RIE collaboration in Singapore and internationally. The RIE Systems unit is part of the RIE Systems & Governance Directorate responsible for the strategic development, governance and management of the digital grant management system and grants data assets across the Research, Innovation and Enterprise (RIE) eco-system. The unit oversees the Research Grants Portal (RGP), associated middleware and reviewer system, and related grants data infrastructure, ensuring that digital capabilities effectively support the administration, governance and stewardship of RIE funding. RIE Grant Data Strategy • Develop and implement the RIE grant data strategy, including a Digital Persistent Identifier (PID) strategy to strengthen the traceability, interoperability and linkage of grants, RIE Projects, RIE Programmes, Host Institutions, Investigators and research outcomes across systems and datasets. RIE Grant Data Infrastructure • Partner NRF-IT Department to implement a scalable RIE grants data infrastructure to support reporting, analytics, policy development and decision-making across the RIE ecosystem Data Stewardship of RIE Grant datasets • Maintain definitive, authoritative versions of RIE grants datasets, ensuring one official source for critical information. • Establish and maintain data standards, definitions, and metadata documentation for RIE grant datasets. Analytics and Insights • Support evidence-based policymaking and operational decision-making through the provision of grants data, analytics, dashboards and management information Research Grant Data Management and International Best Practices • Monitor international developments and best practices in research grant systems, grant data management, digital identifiers and research information management • Evaluate and recommend adoption of emerging standards and practices to strengthen Singapore’s research funding infrastructure and grant data ecosystem. • At least 3 years of relevant experience in data management, data governance, digital product management, information systems, analytics or related fields • Good understanding of data governance, data management and data stewardship principles, including data standards, metadata management, master data management and data quality frameworks • Familiarity with data architecture, data warehousing, data integration, analytics platforms and business intelligence tools • Knowledge of Digital Persistent Identifier (PID) frameworks, research information management systems, or related international standards would be an advantage. • Strong analytical and problem-solving skills, with the ability to identify trends, assess data issues and recommend practical solutions. • Strong sense of ownership and accountability for data quality, governance and system outcomes.
