Proposal Engineering Manager $8K - $9K + Vb (Water Treatment Sector) Location: East, Near Expo Mrt

Key Duties · Lead the full proposal cycle from RFQ/RFP review through submission and handover · Manage proposals for freshwater makers (RO and distillation), seawater treatment (SWRO), produced water, slop water, wastewater, and packaged/skid-mounted water treatment systems · Ensure proposals meet client requirements, are commercially competitive, and submitted on time · Review specifications, scope of work, schedules, and commercial terms · Provide technical guidance on process design, equipment selection, and technical compliance · Drive value engineering and cost optimisation; review costing for accuracy, profitability, and risk management · Participate in client clarifications and negotiations on technical and commercial matters · Coordinate with Engineering, Procurement, QA/QC, Project Management, and Finance teams · Lead, mentor, and develop a team of 6–8 proposal engineers · Build team capabilities in proposal preparation, technical review, costing, and client communication · Promote a culture of accountability, collaboration, and continuous improvement · Support business development by identifying new applications and market opportunities · Provide technical-commercial input for budgetary proposals, feasibility studies, and pre-qualification submissions · Contribute market intelligence and customer insights to support company growth Requirements · Bachelor's Degree in Chemical, Environmental, Mechanical, or Process Engineering, or related discipline · Minimum 15 years of relevant experience · Proven track record in proposal management, technical review, costing, vendor management, and client negotiations · Prior experience in Oil & Gas, EPC, Offshore, Marine, FPSO, or Shipyard projects highly preferred · Experience leading and developing proposal engineering teams · Good knowledge of SWRO, freshwater makers (RO and distillation), filtration, chemical dosing, produced water treatment, slop water treatment, wastewater treatment, and packaged/skid-mounted systems · Strong communication and presentation skills · Able to manage multiple bids under tight deadlines How to Apply Send your CV to jeffrey@oaktree.com.sg Jeffrey Chua Kay Hwee EA License No: 06C4642 | EA Registration No: R1110624
