Senior Quantity Surveyor (Construction & Power Plant) – Jurong Island

Job Summary We are seeking an experienced and commercially astute Senior Quantity Surveyor to support the successful delivery of large-scale Power Plant, Industrial, and Construction Projects on Jurong Island. The successful candidate will be responsible for managing the full spectrum of commercial and quantity surveying functions, including cost planning, tendering, procurement, contract administration, claims management, subcontractor management, and project cost control to ensure projects are delivered safely, on time, within budget, and in accordance with contractual requirements. Key Responsibilities Report to the Project Manager, Deputy Project Manager (Commercial), or Commercial Manager to drive project commercial objectives and maximize project profitability. Prepare project budgets, cost estimates, cash flow forecasts, and cost reports throughout the project lifecycle. Conduct regular market research on construction materials, equipment, labour, and subcontractor pricing to support procurement and commercial decision-making. Prepare, review, evaluate, and administer tender documents, bid evaluations, contracts, purchase orders, and other commercial documentation. Manage the end-to-end subcontract procurement process, including tender invitations, commercial evaluations, negotiations, recommendations, and contract awards. Evaluate subcontractor quotations and perform detailed cost analysis to ensure competitive pricing and effective cost control. Administer construction contracts, including variations, extension of time (EOT), claims, contractual correspondence, and final accounts. Prepare and evaluate progress claims, interim valuations, payment certificates, retention releases, and final settlements with clients and subcontractors. Monitor project costs, identify commercial risks and opportunities, and implement cost-saving initiatives to improve project performance.
