Resident Technical Officer (M&E)

Responsibilities Carry out continuous on-site supervision in accordance with instructions from the Resident Engineer, Consultants, and Client representatives. Verify and inspect materials delivered to site to ensure full compliance with approved submissions, technical specifications, and project standards. Execute testing, inspection, and performance assessments of mechanical ventilation systems in line with design intent, including integrated services testing under fire mode conditions. Identify M&E-related risks and non-conformances early, propose effective engineering solutions, and implement corrective measures to maintain regulatory and contractual compliance. Participate in daily coordination meetings and conduct joint site inspections with clients, consultants, and contractors. Review testing and commissioning methodologies and programmes; witness on-site and off-site M&E testing activities, including factory acceptance tests where applicable. Perform factory acceptance inspections for high-voltage switchgear and Variable Frequency Drive (VFD) panels prior to site installation. Supervise and verify testing, commissioning, and performance validation of addressable fire detection and alarm systems. Establish, maintain, and manage comprehensive records of inspections, tests, correspondence, and M&E documentation, including proper updating of as-built drawings and records. Requirements Diploma or Bachelor’s Degree in Mechanical or Electrical Engineering, or an equivalent recognized qualification. At least 5 years of relevant professional experience in M&E supervision, inspection, or engineering support roles. Strong working knowledge of local statutory requirements, codes of practice, and building regulations. Accredited by IES as an M&E Resident Technical Officer (RTO) with a valid practising certificate. Flexible to undertake rotating shifts and Sunday duties when operationally required. Prior experience on HDB, building, infrastructure, airport (CAG), or Defence (DSTA) projects will be considered an advantage.
