(A) SALES & TENDER 1. Overall leading the tendering team to support multiple tender projects simultaneously. 2. Manage the marketing and business development opportunities and activities. 3. Oversee the end-to-end tender activities from pre-award to post-award. 4. Guide and monitor the tender activities to ensure the tenders submitted are accurate, comprehensive, competitive, and timely. 5. Assess the technical specifications and tender drawings received from the clients. 6. Guide QS Manager to seek clarification for unclear specifications/ drawings. 7. Collaborate with the technical & Project Management department to provide cost-effective design guidelines/concepts for pricing, supply value engineering design proposals, supporting tender submissions such as preliminary schedule and installation method statements within the timeline. 8. Negotiate and assess with suppliers and subcontractors on quotations in support of tender pricing. 9. Review and assess tender cost preparation. 10. Monitor sales handover and budget preparation for the various functional departments. 11. Any other duty assigned by the company, subject to the agreement of both parties. (B) POST-TENDER CONTRACTS MANAGEMENT FOR LOCAL AND OVERSEAS PROJECTS 1. Establish and control contract management policy and procedures. 2. Review the draft LOA/ Subcontract’s terms and conditions prior to the execution of the agreement with the Client. 3. Ensure signed contract agreements are communicated to all relevant parties for proper interpretations and implementations. 4. Provide guidance on contract matters to project managers and operation staff. 5. Guide, assist, and support the sales/marketing team, generally for potential overseas markets. 6. Provide feedback and analysis of the project tender against the actual expense to be utilized for continuous improvements on future tenders/bindings. 7. Advice QS Managers from time to time upon the review of submissions of variations to the clients. 8. Monitor all potential variations of works that may have cost and time impact and will have potential time extension claims. 9. Assist the projects team in preparing official correspondences on legal/ contractual matters with Clients and Subcontractors/Vendors. 10. Provide contract-related issue resolution both internally and externally. 11. Manage a team of Contract Administrators. 12. Support the Contract Team and Project Mangers to conduct department meetings/discussions on Contracts Administrations for Maintenance and On-going projects. 13. Review with QS Managers all relevant reports submitted to project teams and management. 14. Any other duty assigned by the company, subject to the agreement of both parties.
