Purpose & Scope The HSSE drives governance and L2 assurance for health & safety across all regions and business units. The role translates Group policies and standards into consistent, audit‑ready execution, providing oversight, challenge, and support to country and project teams. Based in Singapore with a global remit, the position emphasises second‑line assurance, data‑driven insights, and pragmatic enablement of AI‑supported safety tools. Key Roles and Responsibilities HSSE Assurance, Governance & GSMS Own and manage the HSSE assurance framework, including assurance of Sembcorp’s Global Safety Management System across Singapore and overseas assets. Plan, lead, and execute GSMS audits and maturity assessments to verify alignment with Group HSSE policies, standards, and international best practices. Assess the consistency and effectiveness of GSMS implementation across diverse business units, geographies, and asset types (power, renewables, utilities, construction, and new energies). Review governance, roles, responsibilities, and HSSE leadership accountabilities within the GSMS.Develop, and deliver management reviews according to the company requirements. Ensure follow up of all audit actions ensuring timely closure with Task Owner. L2 Assurance Execute a risk-based audit and inspection programme (desk and field-based) to assess implementation of Group standards; track findings and drive timely closure. Provide independent challenge on risk assessments, method statements, and critical controls (e.g., PTW, LOTO, lifting operations, working at height,). Trend recurrent non-conformities and recommend systemic fixes; verify effectiveness of corrective and preventive actions (CAPA). Data, Analytics & AI-Enabled Safety Own the integrity of HSSE performance data (leading/lagging indicators)Champion practical AI/digital use cases with Group Digital—pilot, evaluate impact, and scale. Facilitate lessons-learned capture and dissemination across countries to reinforce a learning eco-system. Incident Management & Emergency Readiness Oversee the incident reporting and investigation framework; ensure robust root-cause analysis and effective CAPA. Training Develop, maintain and deliver training on the global safety management system ensuring it is understood at all levels within the business including the frontline worker. Stakeholder Engagement Collaborate with Operations, Projects, and Country HSSE teams to support implementation and close gaps identified through assurance. Regulatory interface: Operations (L1) teams lead frontline regulator engagement. This role maintains awareness of Singapore’s WSH regulatory expectations and general requirements across operating geographies to inform standards and assurance focus. Qualifications, Skills & Experience Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, Risk Management or related field; recognized WSH/NEBOSH/IOSH qualifications preferred. 10–15 years progressive HSSE experience, ideally within energy/renewables, EPC, or industrial operations; multi-country exposure advantageous. Proven experience liaising with Singapore regulators—MOM/WSH Inspectorate, including audits/inspections, notices, and compliance closure. Demonstrated success implementing Group standards across diverse sites and cultures, and leading multi-stakeholder change. Strong incident investigation, risk assessment, contractor management, and assurance skills. Awareness and practical understanding of AI/data-driven HSSE tools; able to translate use-cases into outcomes with Digital partners. Excellent communication, influence, and facilitation skills; comfortable engaging senior leaders, regulators, contractors, and field teams. Strong English required; additional Asian languages advantageous. International travel to sites as business requires.
