ABOUT UNLEASH THEROAR! Unleash the Roar! (UTR!) − is a national movement which aims to raise the levels of Singapore football, build strong support systems to nurture our next generation of talents and rally the nation behind a shared dream. It is along-term, whole-of-society effort covering grassroots development, elite youth pathways, infrastructure, as well as community and fan engagement. Critical conditions for the success of the 2nd phase of UTR!’s development include clear strategic directions, integration and synergy for major initiatives across divisions and teams, enhanced resourcing (such as manpower, infrastructure and funding) and strategic partnerships with public private people sector ecosystem stakeholders. Reporting to the Deputy Director (Strategy & Innovation) from the Planning and Partnership Division, you will be responsible for driving UTR!’s key strategy and planning functions, as well as lead the development of new projects and partnerships that build synergy and impact with internal stakeholders within Sport Singapore and Sport Excellence Singapore (with the High Performance Sport Institute [HPSI], Singapore Sport School [SSP] and within UTR!) and external strategic partners such as the Football Association of Singapore (FAS), Urban Development Agency (URA), private football academies and clubs, etc. KEY RESPONSIBILITIES 1. Strategy, Planning & Resourcing; Grant Management: Develop multi-year strategic plans, take charge and facilitate annual workplan and mid-year-review process Supporting senior leadership's engagement with ministries and key stakeholders on funding-related matters. Overseeing the administration and monitoring of key grants, while supporting the development of grant governance frameworks. Develop foresight and future planning in close consultation with operational teams. Lead project management and partnership development initiatives arising from strategic priorities. 2. Budget / Financial Management: Lead the coordination and consolidation of UTR!’s budgeting process, with recommendations to management. Support the Executive Director to set the standard and enable capability development for quality approvals. Monitor and report on UTR! level budget utilisation in close coordination with finance/ strategy divisions from SportSG and SpexSG, adjusting as needed. 3. Strategic / Commercial Partnerships: Development of critical strategic partnerships with ecosystem stakeholders such as the football Associate Partnership Scheme (APS) with impactful private academies and clubs, MOU partnerships with Institute of Higher Learning (IHL)/facility owners. Supporting the development of commercial and sponsorship approaches to augment the existing sources of funding. 4. New Strategic / Developmental Projects: Support Deputy Director (Strategy & Innovation) with identifying, conceptualisation and initial implementation of new strategic / growth projects. REQUIREMENTS Bachelor’s degree or above sport management, business administration or related field. Diploma holders are welcome to apply; renumeration / package will commensurate with candidates’ qualifications and experience. More than 10 years of relevant experience with minimally 5 years in supervisory roles with a strong focus on leadership, strategic planning, operational oversight and stakeholder engagement. Knowledge and understanding of Singapore’s local sporting system, especially football is a plus. Excellent problem-solving skills, detail-oriented and results-driven. Strong organisational and project management skills with the ability to manage multiple projects simultaneously. Ability to manage risk and ambiguity, define scope, and manage multiple priorities and internal/external stakeholders’ expectations to meet objectives. Strong interpersonal and stakeholder management skills, with the ability to engage stakeholders across all levels. Strong verbal and written communication skills.
