Job Description Site Manager (Rail & Electrical Engineering) Company: Tecson Engineering Pte Ltd Employment Type: Full-Time / Contract (to be confirmed) Work Location: Site-based and Office-based (Singapore) Role Overview The Project Manager is responsible for the overall planning, execution, control, and delivery of rail and electrical engineering projects , including projects under LTA / SMRT and main contractors within the railway and infrastructure sector. This role requires a technically competent and experienced project professional with proven experience in railway and electrical engineering environments , strong leadership capabilities, and the ability to manage stakeholders, manpower, safety, quality, and commercial performance. The Project Manager ensures projects are delivered safely, on time, within scope, and in full compliance with contractual and regulatory requirements . Key Responsibilities 1. Project Planning & Delivery Lead end-to-end delivery of rail and electrical engineering projects, including LTA / SMRT projects Develop and manage project execution plans, work programmes, schedules, and resource plans Ensure project works are executed in accordance with approved scope, specifications, drawings, and contract requirements Monitor progress, identify risks, and implement mitigation measures Ensure timely achievement of project milestones and deliverables 2. Technical & Engineering Oversight Provide technical leadership in electrical and railway engineering works Review, approve, and endorse method statements, work procedures, and technical submissions Ensure compliance with engineering standards, railway specifications, and approved designs Resolve technical issues, site constraints, and coordination challenges Guide site teams and subcontractors on technical matters 3. Stakeholder & Client Management Act as the primary point of contact with clients, main contractors, consultants, LTA / SMRT , and relevant authorities Lead project meetings, coordination meetings, and progress reviews Manage client expectations and communicate project status, risks, and changes clearly Coordinate instructions, variations, and clarifications across stakeholders 4. Manpower, Resource & Access Management Plan, manage, and optimise manpower deployment across projects Ensure manpower resources align with approved schedules and access windows Coordinate railway access, permit-to-work submissions, possession planning, and site access approvals Manage subcontractors, suppliers, and vendors to support project execution 5. Safety, Health & Quality Management Ensure full compliance with workplace safety regulations and ISO 45001 Work closely with Safety Officers to implement safe work practices and corrective actions Ensure safety documentation, toolbox meetings, and incident follow-ups are properly conducted Oversee implementation of ISO 9001 Quality Management System at project level Support internal and external audits, inspections, and authority assessments 6. Documentation & Reporting Ensure timely preparation, review, and submission of project documentation, including: Method Statements Risk Assessments (RA / MSRA) Work Schedules and Progress Reports Technical, safety, and contractual correspondence Ensure document control and record-keeping comply with client, authority, and ISO requirements Prepare and present regular progress reports to management and clients 7. Commercial & Contract Management Manage project budgets, costs, and financial performance Review and support preparation of quotations, variations, and claims Ensure timely issuance and follow-up of invoices in coordination with commercial teams Monitor subcontractor and supplier performance, costs, and contractual compliance Identify and manage project risks related to cost, schedule, and scope 8. Leadership & Team Management Lead, mentor, and manage project teams, including engineers, coordinators, and site personnel Allocate responsibilities, set priorities, and ensure accountability Support staff development and performance management Promote a culture of safety, quality, professionalism, and teamwork Requirements & Qualifications Education Degree in: Electrical Engineering Mechanical Engineering Rail / Railway Engineering Or a related engineering discipline Experience Minimum 5 years of relevant experience in rail and electrical engineering projects Proven experience managing LTA / SMRT projects is mandatory Experience working with main contractors an…
